I take it that you are from Cebu or you've been living your life in a big city like Cebu. I'm from Mindanao and I've seen this type of killing. You're right when you said this type of killing is regional and the fact is this does not happen in Cebu but most part of Mindanao and rural or agricultural areas in Luzon and Visayas. This agricultural areas is roughly 80% of the country. You may ask why? We are an agricultural base nation and because of that we have lots of farmers. The problem is landlords are oppressing farmers to the point that they have no other option but to fight back either through legal means or take a more direct action by joining arm groups like NPA.
Instead of helping this farmers which is basically the backbone of this nation the Government deserted them and allowed this type of killings and oppressions. Of course it is understandable because the said landlords are the governor, mayor, congressman who has influence on the police and the military. Take for example Hacienda Luisita, it is own by Cojuangcos, family of former President Cory and now President Noynoy. When Cory implemented CARP to distribute lands to farmers the Hacienda Luisita remained in the hands of the Cojuanco.
The truth is, justice in our country has a price. If you are rich and influential you can have your own version of justice.

philippines is not a lawless nation... in fact, we have lots of laws... when you say lawless, then it implies that our country doesn't have any laws... but fact of the matter is, we have lots of it... we just don't implement it properly like what other DEVELOPED countries do... if we follow this same path for the next couple of decades, i would just say BYE BYE to my native homeland.
