I think you forgot to account for the fact that 11 pesos per 20 peso bet adds to the jackpot. so if you bet on all combinations, your 580 M bet will raise the jackpot by roughly 318 million. so say next draw the jackpot could be as high as 740 million add to that 318 million from 580 million bet you placed, it will make the jackpot, 1.058 Billion pesos.
