    Dear Mandauehanons,

    It's been a long time since I wrote to update you about what's happening in our
    Mandaue. We've been busy lately not because of the so-called Irresponsible
    Opposition (IrO) because the people have mandated them to be marginalized in the
    current political developments but because of the recently concluded Barangay
    elections and because of allies who are aching for a bigger share of the
    political pie. This is a more pleasant problem though than the devious
    machinations of the unlamented demise of the so-called IrO.

    As you well know the Barangay elections have just ended where over all we have
    gained good leaders for more Barangays of our city. Although we've lost a few,
    overall the time for bad leaders for the different Barangays is on the wane.

    The TRUE Mandaue City College has been recognized by both the new responsible
    City Council and the CHED. I hear Paulus Canete will now be made to account for
    the government funds given him by the previous administration and for all the
    money given him by the students enrolled in his bogus college. He has more
    explaining to do because he started an internet course using his MCC without the
    proper accreditation from the CHED and the DepEd, as usual. His time of
    reckoning is at hand.

    ERUF or the Emergency Rescue Unit Foundation will now be coming home to our
    Mandaue. Mayor Jonas has set aside some 5,000 square meters in the Mandaue
    reclamation area beside the ParkMall for it's use. A MOA is now being prepared
    for ERUF's use of the lot for 50 years under a usufruct clause. Welcome Home
    ERUF !

    The Mandaue City Hall is now in the process of being computerized together with
    all government offices, Barangay Halls, and Police stations and schools of the
    different Barangays. This will minimize the bureaucratic red tape that has
    hampered TRUE public service in the government offices of our city. This WiFi
    based computerization will allow each Barangay Hall to becoming a WiFi hotspot
    offering the internet to its residents for free or for a minimal fee. From here
    we hope to encourage the creation of little ELibraries in the different
    Barangays of our city.

    Because of this computerization it is hoped that Mandaue's income will increase
    by at least 50% from the present 1 Billion a year. Some estimates project our
    income to go into the 2 Billion mark in the first year of it's service.

    School rooms and repair of existing roads are the main priority of the Jonas
    administration this time around. The current ratio of teachers to students is
    1:80 which the Mayor finds unacceptable.
    His direction is to improve the ratio to the more acceptable 1:40.

    Next year will start the installation of High Definition IP based surveillance
    cameras where at least 4 of these cameras will be installed in each of 16
    identified intersections of our city. Other HD cameras will also be installed in
    high risk crime-prone areas and in fire-prone densely populated areas. These
    cameras will all be connected to a command center near city hall where
    police/security, fire and traffic management agencies will be coordinated.

    All government owned vehicles will be installed with GPS tracking-devices to
    help make efficient use of these government resources, in real time. These will
    go together with the installation of LED traffic lights in the different
    intersections of Mandaue somewhat like that in Hong Kong and Singapore. Our
    Mandaue will also be home to the biggest LED screen in the Visayas and Mindanao.
    This will be placed very near the City Hall where it will help in the Mayor's
    vision of pushing our city into the 21st Century. This is in line with
    empowering the people through Information Technology.

    The Mayor hopes that with our new 6th district representation, our LONE
    congressional aspirations will now be attended to as this will definitely be a
    positive step in the delivery of good public service.

    Next year will be the 20th anniversary of our Mandaue City being qualified to be
    a LONE congressional district.
