Bacolod foundation in top 3 of BBC World Challenge
A Bacolod foundation has been voted one of the three top winners of the BBC World Challenge 2010 competition, with the champion to be announced in Amsterdam November 29.
The Alternative Indigenous Development Foundation Inc. (AIDFI) based in Mansilingan village was cited for its hydraulic ram pump that brought water to remote villages.
“We have received over 167,000 votes, from all over the world, for the twelve projects and we are delighted to say that your project has been voted as one of the top three projects in the World Challenge 2010," Kirsty Wyllie of the BBC World Challenge Team was quoted as saying in an article on the news site Visayan Daily Star.
"We would like to invite you to join us at the Awards Ceremony to be held in Amsterdam on November 29th," Wyllie told AIDFI chief executive officer Auke Idzenga in a message, news site Visayan Daily Star reported Thursday.
Idzenga said he was told the awarding will be filmed by BBC and broadcast in the Philippines on BBC World News at 10:30 a.m. and 4:30 p.m. on December 4.
The announcement of the winners will be made only in the ceremony, Idzenga added, even as he thanked supporters for their votes and support.
“It's baffling how some inventions fail to achieve a tipping point. The hydraulic ram pump – which has been around for a couple of centuries falls into this category. The Alternative Indigenous Development Foundation Inc. is determined to see the ram pump finally come into its own," the BBC World Challenge website said.
"Using the power of a river's flow to literally push water uphill without any other energy input, it's proving to be a boon for poor villagers living in mountainous regions," the BBC website said.
“The ram pump can save both hours of back-breaking work carrying water and cash where expensive water pumps are replaced. AIDFI has introduced the ram pump to over 170 upland villages, and has plans to spread the benefits far and wide among poor communities," it added.
AIDFI was the lone finalist from the Philippines among the 12 selected from more than 800 nominees worldwide.
Idzenga said the hydraulic ram pump can pump water to high elevation without fuel and electricity, being powered only by water.
He said its model unit uses ordinary door hinges as the main moving part.

SM starts work on major Cebu project
CEBU CITY -- SM Prime Holdings, Inc. will start earth works for its P20-billion project within the South Road Properties (SRP) this month and break ground for its second Cebu mall in January while negotiating to acquire a property for a fourth mall.
SM also plans to build three new malls in the Visayas and Mindanao.
The company is eyeing a second mall in Iloilo City and preparing to expand the Bacolod mall. Negotiations have also started for a mall in General Santos while construction of a second Davao mall is expected to start next year. These additional malls in Visayas and Mindanao are expected to open in 2012, SM Prime President Hans T. Sy said.
SM has awarded the project contract for its 30-hectare SRP property in Cebu to Manila-based DDT Konstract, Inc., Mr. Sy said at the sidelines of the launching of SM City Cebu’s digital directory on Thursday night.
The SRP project, which will host SM’s biggest mall in the Visayas, will be launched in February or March next year. Construction of the mall is expected to start in the middle of 2011, said SM Prime Vice-President Fides S. Garcia.
“Plans are shaping up very well. We have, more or less, decided on the landmark that will identify the project, similar to the globe at the Mall of Asia,” Mr. Sy said. The landmark will showcase Cebu and boost tourism, he added.
Mr. Sy earlier said the company will invest around P20 billion to build the 250,000-square-meter mall, a couple of condominium buildings, a hotel, and a church.
“By the time we launch in February or March, we will have finalized the concept for the church and will have something to show for the roads. A lot of preparation is still needed. We have to flatten [the area] up and fill up some parts to make the property higher,” he said.
The SRP is a 300-hectare greenfield property that was reclaimed by the Cebu city government in the southern part of this city. It is touted as the new “growth center” of Cebu.
SM’s plans to build a second, but smaller, mall in Cebu are also on target. The second mall, which will cost around P800 million, will rise in Consolacion town, about 12 kilometers north of this city.
Construction will start in January and is expected to be completed by the last quarter of 2011, Ms. Garcia said.
Mr. Sy said he had gone through the plans for the Consolacion mall, which will involve the reconfiguration of an existing structure at the 4.7-hectare project site. SM signed in October a long-term lease for the Consolacion property. This new mall will have a gross floor area of about 57,000 square meters and will host four cinemas, an electronic products zone, a food court, a department store, a supermarket and a three-level parking area.
Meanwhile, Mr. Sy said he was negotiating to acquire a property in Banilad in the uptown area of this city for a fourth mall. He declined to elaborate.
“I feel Cebu should hold three or four [SM] malls. We have 16 in Metro Manila,” Mr. Sy said.
The first SM mall here, SM City Cebu, opened almost 17 years ago. An annex was built in 2007 that brought the mall’s net area for lease to nearly 130,000 square meters and gross floor area to around 200,000 square meters. SM Cebu is the fourth largest SM mall. -- Marites S. Villamor

MANILA, Philippines - On the eve of their departure for Indonesia, members of the Philippine football team were assured that there would be no revamp of the team that recently scored a historic goal in the AFF Suzuki Cup.
“I don’t think the Philippine Olympic Committee will allow this to happen,” Philippine Sports Commission chairman Richie Garcia told the team that paid a courtesy call on him yesterday morning.
Later in the afternoon they went to Malacaņang to meet President Aquino.
The players, including their British coach Simon McMenemy and team manager Dan Palami, were up in arms over a recent statement by Philippine Football Federation president Jose Mari Martinez.
Martinez, who continues to enjoy the support of FIFA despite being ousted as PFF chief by 26 of the 33 provincial associations in the country, told The STAR that he wants a revamp of the Philippine team.
“I am now negotiating to recruit a Brazilian coach, Rick Figuerido, who has about 12 years of World Cup experience with Brazil, Mexico and Jamaica. I can form another national team that’s better than what we’ve got now,” said Martinez.
It did not sit well with the players, who will play the Indonesians in their two-game semis matchup on Dec. 16 and 19. It’s the first time that the Philippines, after so many years, reached the semis of the AFF Suzuki Cup.
“Mr. Martinez wants to revamp the team and bring in a new coach. I don’t understand and it disappoints me. A lot of the boys were disappointed reading that,” said McMenemy, who in four months had made great transformations for the team.
“I cannot understand how he can even say that. It’s so disrespectful as if we haven’t done enough for the country,” said McMenemy.
Team skipper Aly Borromeo can only smile and shake his head hearing Martinez’ calls for a revamp of the team that scored a historic 2-0 victory over the highly-regarded defending champion Vietnam last week in a group stage match.
Too bad that the Philippines lost its chance to host one of the two semis matches against Indonesia due to the absence of a venue that suits international standards. Martinez, however, is still pushing for the staging of the Dec. 19 match at the Panaad Stadium in Bacolod.
Palami, who has invested a lot for the team, blasted Martinez for saying that the former had “brainwashed” the players into saying that the embattled PFF president should have no credit in the team’s recent success.
“To say that I brainwashed these players is utter disrespect to the minds of these mature people. He is belittling the minds of our athletes,” said Palami.
Garcia reminded the players to set aside the problems hounding the federation, and instead focus on the coming matches.
“Don’t let the problems of the federation bother you. I know how difficult it is but please try to forget what’s happening within the PFF. Don’t let one person affect your game,” said Garcia.
“You have all worked hard, and are in the point of winning. It’s hard to do but leave these problems behind and play for our country,” said the PSC chief, who also assured the players that if they go farther than the semis, they will get the chance to play before their countrymen.
“If you get to the finals (scheduled Dec. 26 and 29), we can put up the lights at the Panaad Stadium for you to play there. Rest assured that the next time around you will play before the Filipino people,” Garcia said.

Golez: House ok’s 2nd Bacolod district

The House of Representatives approved on third and final reading Wednesday night the creation of a second congressional district for Bacolod City, Bacolod Rep. Anthony Golez said yesterday.
The bill will now be transmitted to the Senate where Senator Franklin Drilon will be its principal author and will start the ball rolling there, Golez said.
“Its passage in the House was a breeze, I am very optimistic the Senate will also pass it, because it will have a great impact on the economic growth of Bacolod City,” he said.
Drilon had said earlier that, as a rule, the Senate acts on a local bill only after it is passed in the Lower House.
Senator Juan Miguel Zubiri, when asked for his position on the bill, said he will support what is good for Bacolod and what can help its people.
Zubiri, who was in Bacolod yesterday, said he hopes the city has the required population of 500,000 to ensure the creation of two districts.
He pointed out that the Supreme Court had denied the creation of another district for Malolos City because of its failure to meet the 500,000 population required.
Golez said the 1987 Philippine Constitution established the requirement of one district representative for every 250,000 residents in a local government unit, be it in a city or province.
This can be logically interpreted that the Constitution wanted to ensure the efficiency and effectiveness of public service to the community, he said.
Bacolod City with a 2007 Census population of 499,497 and a projected 2010 population of 537,942, deserves two representatives to provide efficient and effective public service to their respective districts, he said.
House Bill No. 2999 is an act providing for the creating of two legislative districts for Bacolod wherein barangays 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 22, 23, 24, 25, 26, 27,28, 29, 30, 31, 33, 41, Alangilan, Banago, Bata, Estefania, Granada, Mandalagan, Monte Vista, Villamonte and Vista Alegre will comprise the First District, while barangays 32, 34, 35, 36, 37, 38, 39, 40, Alijis, Cabug, Felisa, Handumanan, Mansilingan, Pahanocoy, Punta Taytay, Singcang, Sum-ag, Taculing and Tangub will comprise the Second District.
It also proposes that the Bacolod Sangguniang Panlungsod be composed of a vice mayor as the presiding officer, with eight SP members from each district, who shall be elected in the district where they reside, the president of the city chapter of the Liga ng mga Barangay, the president of the Panlungsod na Pederasyon ng mga Sangguniang Kabataan and other sectoral representatives, as members.
The bill states that the incumbent Bacolod representative and SP members will continue to hold office until the new representatives and SP members are elected and qualified.*CPG
4 weather stations to rise in Bacolod

BACOLOD City will soon have its own weather station -- not just one but four automatic weather stations, a weather official said Friday.
Arnel Mana-os, weather facilities specialist of the Meteorological and Telecom Technical Services Section of the Department of Science and Technology (Dost), said the proposed sites for automatic weather stations are in Barangays Bata, Tangub, Alangilan and Sum-ag, all in Bacolod City.
Mana-os was in Bacolod City on Friday to meet with Bacolod Representative Anthony Golez, who earlier asked for a rainfall gauge from the Dost.
"I only asked for a simple rain gauge but Dost Sec. Mario Montejo will give me four weather stations," Golez said.
Each weather station will cost P2 million, Golez said. "We can save more lives by having these weather stations."
The weather stations will be accessed through a website that will be made for Bacolod City, the congressman said. (Carla N. Canet)
