    In fact it was Ayala that insisted it was a bomb and not a methane gas explosion. A methane explosion would've meant they were liable to the victims and would've spoken poorly of their maintenance. Yet no charges were ever filed against Ayala for negligence. Why? Because doing so would've forced the company to contest the government findings publicly and in a court of law at that. So let sleeping dogs lie na lang. And lie and lie and lie.
