maorag dako man kaayo ug increase, maybe this just an initiative to say "Thank you"
after winning the last election.

Sanchez won’t sign, only question budget cuts 10/20/2010

RATHER than pursue a court battle with the administration, Cebu Vice Gov. Gregorio Sanchez will use the power of his pen.
Instead of questioning the budget cuts in his office, Sanchez said he won't sign next year's proposed 2011 budget if it’s approved by the administration-led Provincial Board (PB).
“I will not sign it and I will state my reasons for not approving it. For one, it is ultra vires or outside the bounds of the law. After several days it should be good as approved. But I will not sign it and I will state the reason,” Sanchez told .
Citing the Local Government Code, he said regular and casual employees assigned to his office are supported by a provincial ordinance which cannot be easily amended by the governor.
Sanchez said he believed the budget would be “irregular” if his signature and opposition to it will be put on record.
For one, he said the appointment powers of the vice governor as the PB presiding officer were not followed as prescribed under the Local Government Code.
He said leaving his office with only three or four regular employees violates an ordinance creating positions in the vice governor's staff.
Sanchez said the LGU code allows him to appoint staff at the PB and his office.
“Common sense will dictate, office of the Vice Governor, only three persons? And the PB has 11 members. What are they going to do? Change my personnel to MIMS (the outsourcing firm tapped by the Governor for various Capitol positions)?,” Sanchez said.
Sanchez' office budget of P45.56 million budget for 2010 wil be reduced to P18.14 million in the proposed 2011 budget.
Items for salaries for casuals, consultancy services and the legislative pork barrel have been removed.
In a separate interview, Capitol spokesman Rory Jon Sepulveda said the items removed were not “inherent rights” of Sanchez' office because these were “delegated functions” from the governor's office.
“He himself is correct partially, he's not friendly to the governor. Why would he be delegated with such authority?,” Sepulveda said.
He said the budget was sufficient in order not to hamper the functions of the vice governor's office.
Sepulveda brought up again reports that staffers were working in Sanchez’s private farm in Tuburan and that there were unliquidated projects in some barangays in Tuburan town that were funded by Sanchez's pork barrel.
“Is the function to appoint casuals or identify projects inherent in the vice governor's office? No. It was an accommodation before...and the budget (preparation) being a purely an executive action, the governor created a budget (where this accomodation is withdrawn),” said Sepulveda.
While Sanchez's budget dropped, Garcia's office budget soared from P488 million in 2010 to P688 million in 2011.
Among the new items under the governor's office included the lumpsum P100-million Provincial Development Assistance Funds (PDAF), the increased P20 million E-GWEN program for the towns and cities and P25 million in intelligence funds, among others.
When sought to explain about the increased amount of items under the Governor's Office, Sepulveda declined to comment.
He said these will be among the items to be discussed in the upcoming budget hearing by the PB.
“The budget now is undergoing a process. My comments were confined only to Sanchez's claims (that the governor's budget cuts in his office ) amounts to terrorism,” the Capitol spokesman said.
