Thousands of families in Isabela and Cagayan provinces were evacuated to safety as super typhoon "Juan" (international name: Megi) started lashing Northern Luzon on Monday.
Packing maximum winds of 225 kilometers per hour (kph) near the center, Juan slowed down as it made landfall in Sierra Madre before noon on Monday.
According to the Twitter account of the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA), the agency's Aparri Radar recorded that the "eye" of typhoon Juan made landfall at Sierra Madre, Mt. Estagno Point at Divilikan peak at 11:25 a.m.
Typhoon Juan is expected to exit the country from the Ilocos Sur and La Union areas tomorrow morning. The rainfall rate is 50 to 65 millimeters of rain per hour.
Trucks, rescue boats and food packs have been pre-positioned near vulnerable areas, said Benito Ramos, a senior disaster-response official.
"This is like preparing for war," he told the Associated Press. "We know the past lessons and we're aiming for zero casualties."
According to a CNN report, meteorologist Ivan Cabrera called typhoon Juan (Megi) a "monster storm" and warned that it could damage thousands of hectares of agricultural land along its path.
The storm could trigger landslides and floods as wide areas of northern Luzon will see 300 mm of rain, while more isolated pockets may see up to 500 mm, added CNN meteorologist Taylor Ward.
PAGASA reminded residents living in low-lying and mountainous areas under storm signals to take precautions against possible flashfloods and landslides.
It also warned residents in coastal areas under signals 4, 3 and 2 against possible storm surges.

At least eight flights between Manila and key areas in northern Luzon were cancelled Monday due to the threat posed by Typhoon Juan (international name: Megi).
Radio dzBB reported that the Ninoy Aquino International Airport Terminal 3 said the canceled flights included 2P-014 (Manila to Tuguegarao) and 2P-015 (Tuguegarao to Manila).
The first Air Philippines flight to Cagayan was scheduled to leave Manila at 7 a.m., the report said.
As of 11:45 a.m., flag carrier Philippine Airlines announced it canceled flights PR-228 (Manila to Laoag, Ilocos Norte) and PR-229 (Laoag, Ilocos Norte to Manila).
On the other hand, Cebu Pacific canceled at least six flights between Manila and Cagayan, Ilocos Norte and Isabela provinces.
The canceled Cebu Pacific flights included:

# 5J-508 Manila to Tuguegarao (Cagayan)

Cagayan and Isabela were among five areas placed under Storm Signal No. 4 due to "Juan." Ilocos Norte was placed under Storm Signal No. 2 as of 5 a.m.
In contrast, bus firms in Metro Manila continued to send their units to destinations there early Monday.
Victory Liner did not cancel trips to Cagayan, Isabela and Baguio City.
Florida Bus Lines continued to dispatch buses to provinces under threat by “Juan," including Cagayan, Isabela and Ilocos Norte and Ilocos Sur.
The Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) had placed Cagayan and Isabela under Storm Signal No. 4 since Sunday night.
Since Friday, PAGASA had advised travelers to avoid northern Luzon due to the threat of heavy rains and strong winds brought by Juan.

Juan claims 1st death
Despite President Benigno Aquino III’s zero-casualty target, typhoon Juan (international code name: Megi) claimed its first victim on Monday with authorities reporting that a fisherman had drowned in the huge waves that the storm brought.
The province of Isabela in Cagayan province declared a state of calamity at around 3 p.m. Monday as the typhoon continued to pound Northern Luzon, Administrator Benito Ramos of the Office of Civil Defense (OCD) said.
In its latest situation report issued at 4 p.m., the National Disaster Risk Reduction and Management Council (Ndrrmc, formerly the National Disaster Coordinating Council) said that Roxas town in Isabela was experiencing power outage after electrical posts were toppled down by strong winds, while Santiago town was experiencing strong winds and heavy rains.
Schools were closed and thousands of people were evacuated across northern Luzon ahead of the strongest storm to pummel the country this year, rescue and relief officials said.
