Cebu City Mayor Michael Rama is agreeable to have a coal-fired power plant at the South Road Properties provided that this does not conflict with the proposed waste-to-energy power plant of the Filinvest Development Corporation.
Rama said he is opened to the idea of having another sources of energy in Cebu, whether it is solar, wind, hydro, coal and even waste, especially that we are experiencing power shortage from time to time.
South District Rep. Tomas Osmeña said over the weekend that an investor has proposed to build a 50-megawatt coal-fired power plant at the SRP.
"As far as I know, we are entertaining the proposal of Filinvest only, because there was no proposal yet. But as soon as it reaches my office, we will have to reconcile it with Filinvest's unsolicited proposal," Rama said.
Rama said the proposal has to be evaluated to ensure that this will not conflict with the joint venture proposal of FDC to the city government for the construction, operation and ownership of a waste management facility that will use solid waste from Inayawan Landfill to produce energy.
It shall have an initial capacity of at least 500 tons of waste per day that can generate 20 Megawatts of power.
About 90 percent of the generated energy will be used by desalination plant to convert seawater into fresh water through the reverse osmosis process to address Cebu City's water needs.
Rama has formed a team that will study the feasibility of the proposal.
The plan of Osmeña, on the other hand, is a coal-fired power plant inside the SRP that will have a minimum capacity of 50 megawatts.
Osmeña, in reports, said some investors approached him and introduced the idea to personally verify the feasibility of a coal-fired power plant in a business district as what SRP is envisioned to become in the near future.
In fact, Osmeña already went to Taiwan to visit the plant built beside a mall in Taiwan's industrial hub.
Rama said that he himself have been in Taiwan and saw this plant operating beside the mall but the quality of air within the area is generally okay contrary to the claim of environmentalists here that coal plants release coal ash.
"There is the so-called clean technology. If clean technology is just being implemented, we don't have to worry," Rama said.
