I did some research and the K-12 move has to do with the Philippines' entering into an agreement with other countries to standardize education. As stipulated by the Accord, deadline for standardization is on 2020.

The problem here is that even if K12 were implemented, it still wouldn't solve the problem of education in this country. Furthermore, the burden of putting kids through more years of school won't be shouldered by the government--ang ginikanan ra sad na naglisud ang maproblema ug paskwela sa ilang mga anak.
The government has to subsidize education properly if they're serious with this. Our public schools are simply terrible--there are so many problems I have to make a list.
- Children as far off as the 3rd grade still have trouble reading and writing.
- Public schools are in a terrible state. No subsidy for buildings damaged by typhoons, floods etc.
- We don't have enough classrooms.
- We don't have enough teachers.
- Teachers are underpaid.
- We have mediocre teachers. Our English teachers can't even speak the language correctly. Some don't even care if students learn or not. They're just willing to receive floor wax, flower pots, or God knows what for a passing mark.
- Our books present erroneous information.
- We barely have enough computers, not to mention internet access across all public schools.
