As far as I know, I think LTFRB allows operators to use taxis for up to 12 or 13 years. When the LPG-run taxis were introduced, LTFRB allowed for the extension of the use of the old taxis as long as these are converted from gasoline-run to LPG. I guess that explains why you still see those old and beat-up taxis running the streets. If you see old taxis that aren't LPG-powered, kana na ang imong pwede i-reklamo.
I tried looking online sa LTO website or sa LTFRB but I wasn't able to find a copy of that regulation that allows taxi operators/franchises to continue using their old units if they convert them to LPG. Maybe some of you here who are better at researching can do that, para kitang tanan maka-hibaw gyud mismo nya dili na ta mag-sigeg reklamo or if ever we see a violator pwede nato ma-reklamo. That would be better instead of just ranting online nya way mahitabo.
