Your HDR is good but there are some nit picks.
1. You should have crop or clone out the dark cloud on far right
2. You should have lighten the Middle HDB flats so that it will even through all the buildings.

1. Set to Shutter priority
2. Shutter speed should be at least 300 or higher
3. Set ISO to at least 400 to 500
4. Magdepende gyud ni sa light situation Sis mao adjust2x lang ka nya tan-awa asa mo work for you.
