    Default Congressman Tommy Osmena wants 8-day holiday in December


    REP. Tomas Osmeña (Cebu City, south district) made good his promise in filing a bill that institutionalizes long holidays in December.

    Osmeña recently filed House Bill 3152 or “An Act Declaring Dec. 25 to Dec. 31 and Jan. 1 as Special Non-Working Holidays.”

    The bill, which is the first one filed by the former mayor, has only two provisions.
    One is to make two Saturdays preceding Dec. 25 regular working days so as to prevent a work backlog.

    In an earlier interview, Osmeña said his proposal will realign all the holidays in December so there will be longer weekends.

    The congressman initially called his bill “Happy 8,” saying people will be happy with the eight-day holiday.

    If passed into law, he said it would give families enough time to go on vacation and to bond together, aside from promoting domestic tourism.

    The congressman also noted that transport companies, resorts and restaurants would benefit from longer holidays.

    Osmeña hopes his proposal, which is now in the committee on revision of laws, will be approved to boost the economy in the countryside.

    Trade Union Congress of the Philippines party-list Rep. Raymond Mendoza said the bill has advantages and disadvantages.

    “Maayo na siya in terms of tourism pero murag bug-at pud dad-on sa mga kapitalista ug sa mga tawo nga nanginahanglan ug trabaho (It will be good for tourism but may be too much of a burden on employers and those who need to work),” Mendoza said.

    The congressman, however, refused to comment further on the bill, saying he wants to read first the details of the proposal.

    Osmeña earlier said his bill is only the first step as he also plans to propose a change in the All Souls’ Day celebration.

    All Souls’ Day is celebrated on Nov. 2 but the congressman wants to move the observance to the first Monday of the month so people could spend more time in their hometowns.

    its hard to work on those days which are sandwiched with holidays in december, it is better to pursue this proposal

    but on the other hand, the companies might propose an 10hr workweek to compensate the said bill

    affected kaayo ang no work no pay na mga employee ani.

    It's a holiday season man pud,
    naa gyud tingale ni compensation with the losses that would be incurred,
    extra working hours, which is beneficial for both the employer and employee.
