    LINGAM and yoni massage services, whether for a fee or for free, are “absolutely and strictly banned” in Cebu Province, according to an ordinance the Provincial Board (PB) passed yesterday.

    It also banned similar services in spas, clinics, hotels, motels, resorts and other establishments, including home service lingam massage arrangements, within the jurisdiction of the Provincial Government.

    PB Member Agnes Magpale, who drafted the ordinance, said masseuses will also be held liable because they are not considered victims.

    They do not fall under the classification of “trafficked persons” because they went through training on these massage services, which focus on the genitals.

    “This is not an ordinary recruitment. They were trained. You heard the testimony of the owner (of one lingam massage parlor),” Magpale said in an interview after the PB session. “They could have said no.”

    During a Provincial Women’s Commission (PWC) meeting, eight out of 12 members said they were in favor of holding masseuses liable for lingam massage.

    The PB passed the five-page ordinance on its third reading yesterday.

    It identified the possible offenders as operators or owners of lingam and yoni massage parlors, spas and clinics; lingam masseuses; yoni masseurs; customers, male or female; and masseurs and customers of “other massage services which are of the same nature and character as lingam and yoni.”

    Violators will be imprisoned for not more than one year or will be fined not more than P5,000. A court may also impose both penalties.

    A civic organization, Zonta Club 1 and 2, promised after attending a public hearing on the ordinance that they will also lobby for a similar ordinance from the Cebu City Government.

    “But that’s beyond me now,” Magpale said.

    “Maybe, if need be, not necessarily in an official capacity, I may talk with Mayor Michael Rama.”

    She added the new ordinance has the support of Mandaue City Mayor Jonas Cortes and Lapu-Lapu City Mayor Paz Radaza.

    PB Member Arleigh Sitoy suggested the ordinance should also cover all spas in seafaring vessels. Magpale replied that as long as these are within the territory of the province, these are covered by the ordinance, as well.

    The ordinance will take effect 15 days after being posted, in compliance with requirements in Section 511 of the Local Government Code.

    Within 30 days, mayors may revoke the business permits issued to owners whose establishments are proven to offer yoni or lingam services. Mayors who fail to implement the ordinance will face administrative or criminal liability.

    Maybe next time they'll send people crashing through doors and windows of houses where married couples do lingam/yoni massage to each other.
