the reversal was well-deserved.. this only tells us that there are no shortcuts to attaining cityhood status.. every municipality in the country should work hard and prove themselves to be worthy.. and cityhood bills should not be used by politicians in gaining leverage among their constituents

and... weren't the league of cities opposing the new cities also? from my understanding... their IRA is set, then bahin-bahinon sa mga cities na. so kung madungagan... mugamay ang allotment.

I think you need congress to approve your cityhood diba? which means, they back-to-municipalities should blame their congressmen for not pushing for cityhood WHEN they first applied!!! morag wala gitrabaho sa congressman... mao na abtan na lang ug new requirements. so invalid na ilang qualifications.

Negros Island has a total of 18 cities but they have all complied with the minimum requirements of cityhood namely: income, population, land area).. and even with the hike of the income requirement from 20M to 100M recently, they would still be qualified because they all earn more than 100M annually..

they may look like towns to you, but then again, a city is not made because of how it looks, but how it conforms to the tripartite law on cityhood conversion.. and it's something that Carcar, Naga, and Bogo doesn't have as of the moment

It should be more than income,populaton and land area, at least they have all the basic services we citizens need. Sige lang ug new malls, new hospitals nasad,library, museums, school and university

of all the things you mentioned, only health is a basic service
