toledo city proper still looks provincial. balamban still look provincial also.
But Toledo has been a city from the 50s pa ata. when atlas started its operation. but when atlas closed down... morag ghost town oi! but wala si na devolved into a municipality. once a city always and ever a city!

and... weren't the league of cities opposing the new cities also? from my understanding... their IRA is set, then bahin-bahinon sa mga cities na. so kung madungagan... mugamay ang allotment.
I think you need congress to approve your cityhood diba? which means, they back-to-municipalities should blame their congressmen for not pushing for cityhood WHEN they first applied!!! morag wala gitrabaho sa congressman... mao na abtan na lang ug new requirements. so invalid na ilang qualifications.

Reapply nalang the best buhaton ani wala man sad gud cla ka present ug tarong sa court for sure.
Maayo unta ma review pud ni PNOY. Naa baya uban Cities nga wala na kaabot ug 100M ang income sa present. Aron mo abot ilang e add up ang ilang IRA. Which is also mao gi buhat sa 16 cities 20M + sa ilang IRA as municipal.
Si PNOY ra gyud maka tabang ani ipa review tanang cities below 100M nga income then ga enjoy sa IRA as a city... kay mahulog mani ug corrupt practices ba...

we had our friday night food trip last night unya matod pa sa daughter sa amo mayor nga they filed a motion for reconsideration kadto tanan 16 ka lungsod nga nahimong city unya na-lungsod na sad....
huwat na sad ta kung unsa na sad decison sa SC...
