did you try to block the ip addresses used by yahoo messenger?
how about NBAR? you can block specific application/protocol numbers by dropping traffic that matches to a class-map. (sorry for always talking about the cisco way. it just happens that it's what i'm using and what i'm interested hehe)

ISA SERVER can block YM even using web base, by filtering its Application Signature in port 80. Other application signature can be block also such us .. http://www.microsoft.com/technet/pro...ignatures.mspx

mugamit man ug lain port ang ym bro, wala ghapon effect sa firewalling, any one who have an idea how to block with just changing any configs of system files under sa WINDOWS XP PRO SP2 na environment
