    Anyway last resort na man jud unta na ang assault especially kung confined space like bus or airplane kay given na jud na nga naay casualties. Negotiations jud unta na ang priority with assault as a back-up ug deterrent/leverage para sa hostage taker.

    CT operations generally involved hostage-rescue like katong Munich, Ma'alot Bus Incident, Air France Flight 8969. Considering that the hostages are foreign nationals, dapat lang ang best of best atong gi deploy para at least whatever the outcome, we can say to the world that we actually did our best and not put sorry ass excuses like lack of training/equipment.

    si Mendoza yabag na gyud to kay more than 10 hours na gud ang negotiation paugat lang gihapon wala gyud ni surrender... ga tama cguro to... then mo patay gyud to cya ug tawo mangamong gyud...

    lisud jud ning basta pride atong unahon oi. i think mao cguro ning g think sa mga pnp na why wala nila gigamit ang LRC. kai f ilang g gamit, mag mukhang kawawa sila. samot ka down ang tan-aw sa pnp hinuon. i think sa nahitabo is for the best na jud. kai f wala mahitabo ang kapalpakan sa pnp, dili makita sa ilang kaugalingun na dili diay kaya ang mga ningana na situation. i hope sa tragic incident will open doors for more improvement. this serves a lesson to all of us.

    Fact : Si Mendoza ni release ug mga hostages. That is a positive sign for negotiators, meaning the man is willing to negotiate. Ang tawag ana gesture of good faith.

    Per hostage account, Mendoza was rational until his brother was arrested. So the blame now shifts to the crisis management for reasons,

    1. Failure to contain the crowd.
    2. Regulate the media broadcast. (Taping should be allowed but not live broadcast, IMHO that is the best compromise)
    3. Not putting all assets we have to gather intel, plan assault and negotiate.

    pro they are dealing with SPO4 Mendoza who was also a hostage negotiator..he knows all the trick..para nako ila lang unta to disable para dili na mo dugay ang negotiations..we have the best sniper in the PNP and APF ila unta tong gigamit
