It could have been a different story if the ground commander didn't go poor in decision-making. A policeman with issues and carrying a gun/rifle is one hell of a dangerous guy so why didn't they just shoot him (lethally or incapacitate him) during those instances when the snipers had a clear shot? In critical situations like this, "show no mercy" applies IMO.
