It's also because of increased spending power of their people there. So you can say it's the bad side of progress. But it's still progress. The good thing about Beijing is that they have great public transportation so you won't have to be stuck in traffic if you need to get somewhere. Same can't be said from Manila. It's just the pollution that really makes things bad to worse. I don't know what they can do to solve that problem, it seems they've been trying since Olympics and maybe it is better than before, but to me it was still really bad. I never knew you could actually see pollution...
I was also told by the tour guide that the traffic mess is because of the design of the city. The leaders wanted everything to revolve around Tiananmen square, as it is the symbolic center of power in China so they built gigantic highways that circle the square moving out from the city, up to six of them all six-lanes. So to get from one end to the other on the expressway, you have to go all the way around the city.
