    It's reasonable to think na everything run under the authority of Mayor Lim at that time. But I don't think it was Mayor Lim whom the suspect was mad at as what was thought in Pinoy Exchange forum. Most probably Mendoza was mad at his fellow cops in the MPD who perhaps had framed him out or dropped him as chief of the Mobile Patrol Unit of the MPD. Siguro may problema ang grupo nila sa bahin sa kita sa unit, lucrative baya ang ilang unit kay pirmi naas kalsada mao gi-laglag siya sa iyang kauban when there was a chance. Or pwedi nga honest to goodness cop guro ni si Mendoza mao gutom kaayo iya mga tao, naghulat lang makabwelta sa iyaha. It could be that Mendoza saw some of them in the vicinity or perhaps he saw some of them in the group that drag his brother to a police mobile ...mao ingon ato na lang iya kasuko suddenly when he saw them cops arresting his brother in the bus tv.

    Mayor Lim's integrity is solid considering what he have done to NBI before. But perhaps he had failed in managing that situation in Quirino. The MPD chief must have let the Mayor, a former police and NBI director do some field judgement at that time...but then if that's the case we could hear some bagulbol from MPD chief Magtibay in the coming days for taking crap...then again, if I were Magtibay how could I howl a protest if I witness how the President was confident in Mayor Lim taking the shot in the drama?
