It's reasonable to think na everything run under the authority of Mayor Lim at that time. But I don't think it was Mayor Lim whom the suspect was mad at as what was thought in Pinoy Exchange forum. Most probably Mendoza was mad at his fellow cops in the MPD who perhaps had framed him out or dropped him as chief of the Mobile Patrol Unit of the MPD. Mayor Lim's integrity is solid considering what he have done to NBI before. But perhaps he had failed in managing that situation in Quirino. The MPD chief must have let the Mayor, a former police and NBI director do some field judgement at that time...but then if that's the case we could hear some bagulbol from MPD chief Magtibay in the coming days for taking crap...then again, if I were Magtibay how could I howl a protest if I witness how the President was confident in Mayor Lim taking the shot in the drama?
