In Philippines, Responsibility is a joke.
In this crisis, we were able to see what the police are really made of. :P
Honestly, I'm really disappointed in their actions.

The police ground commanders in the situation should be blamed. They were capable of cordoning off the area from kibitzers & media personnel who were too close for comfort from the crime scene, so why didn't they do it? They knew from the start that their assault team was ill-equiped for an assault(MUCH MORE SO AT NIGHT) so why did they allow the situation to drag on until there was no more daylight? They could have ordered their snipers( which in FAIRNESS WERE VERY CAPABLE) to do a fatal/non-fatal shot on Mendoza much earlier, if negotiations have started to ground to a stalemate & the hostage-taker has become agitated. I have no training on hostage negotiation but IMHO the main priority in such situations is: a. The lives of the hostages b. The life of the hostage-taker if he/she can still be saved. The negotiators should have FOCUSED on those two basic priorities just so the situation can be defused. Oh well, WHAT'S NEW? WE FILIPINOS NEVER LEARN!!
