Agree ko ani.. basin high resistance ang active low pin sa imong PSU kadto green nga wire mao dili dayun mapalung. Try lng TS.

bro maybe you installed the instant boot feature sa board? if yes try disabling it this will solve the problem.

mao ni ang sakto ug simple nga solusyon sa imo problema bro, uninstall or disable lang ang instant boot feature or kung ganahan gyud ka, tick "Enable hibernation" kay need gyud na sa instant boot feature sa Asrock motherboards
