    While Cebu City Mayor Michael Rama said he is personally against lingam massage, he assured that his administration will give due process to those who are operating such businesses here in the city.

    “I am not in favor of lingam, but there should be due process. Lisud man gud kon moderitso ra ta’g ingon nga dili nato tugotan pero walay balaud nga nagdili, it would be unfair to those concerned,” Rama said when he attended the 888 News Forum at the Marco Polo Plaza yesterday.

    There is no record at the Cebu City Hall that shows that it granted business permits to lingam massage parlors in the city, although there are reports that some massage parlors operating in the city are offering lingam massage.

    Lingam massage became controversial in Cebu the past weeks after Mandaue City Mayor Jonas Cortes ordered the closure of a lingam massage parlor in Mandaue City, not for the reason that the lingam method is illegal but because the said establishment lacked the required permits.

    Cortes said after he received a report from Provincial Board Member Agnes Magpale about the operation of lingam massage in Mandaue City, he quickly acted on it.

    Lingam is the Sanskrit word for the ***** and also literally means "wand of light".

    Lingam massage reportedly cures men’s difficulties including premature ejaculation and prostate cancer.

    Cebu City Vice Mayor Joy Augustus Young earlier told the reporters that he welcomes lingam spas in the city because it has drawn a lot of tourists.

    Rene Bullecer, who used to be the head of the Cebu City Anti-Indecency Board, described lingam massage as a form of masturbation and said it should not be allowed to operate here because it is immoral.

    But an owner of a lingam massage parlor in the city had said that her female attendants will not touch the male’s genitals but only the nearby soft tissues where the prostate pressure point is located.

    Cebu Governor Gwendolyn Garcia said Cebuanos do not need foreigners who come here just for lingam massage.

    “I really opposed it. If they have perverted sexual problems let them go elsewhere for their perversions to be satisfied,” she told reporters during her regular press conference.

    “Dili ta makililimos nga ingon ani-on ta pagyaga-yaga ug ibaligya ang babaye tungod lang sa kuwarta.”

    Provincial Board member Arleigh Sitoy submitted an ordinance regulating the operation of lingam spas in the city but it has not yet been referred to the appropriate committee, PB member Agnes Magpale also submitted a resolution for the total banning of lingam spas but is still waiting for its second reading.

    The governor said that if foreigners come to the province just because of lingam it can degrade the reputation of the province.

    “We don’t need for them to come. We build up Cebu’s image and culture. We are not beggars,” she said.

    At least the mayor is being objective and is not paranoid. He harbors something personal against lingam massage but the good thing is that he is willing to look at it through due process.

    Try comparing Bullecer (the head of the failed CAIB) and others to the mayor and the vice mayor.

    By the way, be careful with what you read about lingam massage in Cebu Daily News. Some locals observed that the paper is reportedly biased against it not only with its columnists opposing lingam massage, but also the paper has a conservative stand internally. For the most part, CDN gave lots of coverage to people opposing lingam massage, not to mention highlighting it many times in the headlines in sensationalized manners as observed by some (sensationalizing to sell newspapers?).

    Guess what? The observers noted that many SWAC joints advertise their businesses through CDN with generous page spaces. As long as SWAC is involved, there is no doubt about biased media coverage.

    Bullecer gets slammed although Go thinks yoni and lingam are "immoral".

    Still, it's nice to see someone challenge Bullecer, who until now has proven nothing. All allegations and no evidence.

    Honorary Consul General of the Republic of South Korea in Cebu lawyer Augusto Go yesterday contradicted the statement of pro-life advocate Rene Joseph Bullecer that Koreans visits massage and spas in the city to avail of lingam and yoni massage.

    Bullecer said that some tourists especially Koreans have been flocking to massage parlors in Cebu City because of the lingam and yoni massage.

    But Go challenges Bullecer to present evidence before coming up with a statement that will malign the reputation of the Koreans.

    "How did he know? What is his basis? I don't want to believe that because it's just according to him. Show me proof first," Go told The FREEMAN.

    Go pointed out that Koreans come to Cebu to visit historical sites and beautiful beaches.

    Lingam massage is massage for the male customer's sexual organ while yoni massage is for the female genitals.

    According to Bullecer, the yoni and lingam massage is being offered in massage parlors and spas in Cebu City.

    Based on the records, the Koreans still rank the highest in terms of tourist arrivals in Cebu. It has been said that Korean nationals opt to study here because of the Fili-pinos' good command in English, aside from the fact that it is a lot cheaper to study language here than in their own country.

    Go also said that some customers who avail extra service of yoni or lingam massage is immoral.

    "That kind of service is immoral," Go added.

    Like Go, City Councilor Margot Osmeña, chairman of the committee on tourism, said there is a "valid concern" to take up in the city council regarding the operations of lingam massage.

    Osmeña was tasked by Vice Mayor Joy Augustus Young to draft guidelines on lingam massage, a kind of service in local massage parlors and spas, so that it will not lead to "extra services."

    Young said there are many foreigners and tourists who come here because of the lingam massage.

    Lingam massage supposedly prevents or treats prostate problems for elderly male clients.

    But Osmeña is not buying that argument.

    Osmeña said she will be listening to some invited resource speakers this coming Friday's council session regarding the operation of lingam massage.

    But Osmeña is also quick to say that she will not support it, if perceived to be immoral.

    "Anything immoral is immoral, and it is not welcome," Osmeña added.

    Last March, the Cebu City Council passed a resolution asking the Cebu Anti-Indecency Board and law enforcement agencies to investigate if these massage parlors offering lingam massage were involved in immoral and lewd practices.

    Mao, bago pako cebu na'a na ang Hearts. Front lang mana, basa na keo ang ngalan ana. Primary source of income ana nila extra2x man. Dugay na keo wla man napa close, why man cla ga dumog ani lingam na issue? Only reason, publicity, they all want their share of the media attention kay mau man ang talk of the town.

    THAT lingam massage offers therapeutic benefits and can prevent prostate cancer is the most common argument its clients use in defending this service.

    But trained medical professionals say otherwise.

    In random interviews yesterday, no Cebu City councilor committed to sponsor an ordinance banning or regulating lingam services. A draft will trigger another round of public hearings on the controversial service.

    Speaking before the Cebu City Council yesterday, Dr. Jocelyn Abellana, a medical specialist from the Department of Health (DOH) 7, said lingam massage cannot prevent prostate cancer.

    “Definitely, it has no role in the prevention of prostatic cancer. Massage like this certainly will not help at all,” she said.

    According to Abellana, the only way to prevent prostate cancer is through early detection. She said men should submit themselves to a prostate specific antigen (PSA) test and do a digital rectal exam annually.

    However, Abellana said lingam massage can be an “alternative modality” in the treatment of impotencies and erectile dysfunction, but she clarified it should not be for “the general population’s use.”

    Dr. Lohindren Adorable, chairman of the Department of Rehabilitation Medicine of the Vicente Sotto Memorial Medical Cancer (VSMMC), also said they don’t prescribe lingam massage as a preventive measure for prostate cancer.

    Adorable, who also appeared before the council yesterday, is the dean of the Department of Physical Therapy of Southwestern University (SWU). He said they can prescribe prostatic massage, instead of lingam massage, in addressing impotency.

    “Prostatic massage is not done by massaging the shaft of the ***** or the testes,” Adorable said.

    Adorable also emphasized prostatic massage is done in a hospital setting, by physical therapists, and only on those with an indication of impotence or erectile dysfunction.

    “We don’t prescribe medication without indication,” he said.

    After the doctors discussed whether lingam massage has therapeutic effects or not, Vice Mayor Joy Augustus Young said it will now be up to the city councilors if they will file an ordinance either banning or regulating the operation of lingam spas.

    Young had earlier said that, subject to conditions City Hall will set, lingam massage parlors closed or shunned by other cities may operate in Cebu City.

    If a draft ordinance is filed, more public hearings will be conducted and more sectors will be invited to hear the sentiments of the public.

    The Cebu Provincial Board is already considering two proposals, one to regulate and one to ban the lingam massage service.

    IMHO...they should take care of junquera first before they take care of Lingam...Lingam Massage is a person's choice...
    last time I checked...this is a free country...
