Wangwang’ ban bold step signaling real change in Philippines

    Philippine Daily Inquirer

Filed Under: Politics, Government, Benigno Aquino III

IN THE article titled “Aquino, Binay split on ‘wangwang’ ban” (Inquirer, 7/2/10), Rep Roilo Golez is right in saying that the issue is not a minor one. The use of the wangwang had been abused to the extent that it became a status symbol for those in power or with influence. Arrogant government officials used the wangwang to spare themselves the inconvenience of heavy traffic; in the process, they themselves only worsened the situation. This arrogant display of power and influence projects a message to the people that anyone can be above the law. One who cannot follow simple traffic rules would be hard put to follow any law.

There is a saying that one does not need to die to know death. However, in the case of President Aquino, not using the wangwang and getting caught up in a traffic jam are a way for him to know exactly the problems of motorists. Who knows, the President might just get to notice a policeman demanding tong from an innocent driver, or a bus driver hogging a road section outside his lane, or a police car making a “left turn” at a “no-left turn” street corner, or an ongoing holdup; or, worse, a man being shot point-blank. Sad to say, I have personally witnessed such incidents on separate occasions on the streets of Manila.

Seeing or experiencing the people’s sufferings will prompt our political leaders to find solutions to basic problems, and find them fast. Surely we do not want a president who comes late to important engagements, but now that P-Noy is strictly following traffic rules, the Metropolitan Manila Development Authority and the Land Transportation Office might finally find a way to make the traffic system smooth and efficient. For example, they might no longer allow public utility vehicles to double-park on highways or transform intersections into terminals.

Strictly enforcing the much-ignored ban on the wangwang is a bold step toward change. The ban is mandated by a simple law. Its enforcement could lead to the solution of more important and bigger problems; like a pebble thrown into a pond, it will create a series of ever-widening, ever-spreading ripples.

We do not need a government that promises us the moon; we would rather have a working government that addresses the basic concerns of the people.
