Yes you can fight someone from another league(silver vs. bronze, gold vs silver, etc.)

Finally got promoted to gold, straight to 6!

Yea this is true, the matchmaker matches you with people higher, equal or slightly less skilled (according to statistics) than you are. Only by winning against higher ranked players can you actually get promoted to a higher league. You can win dozens of equal rank games but you will never get promoted. When you win a bunch of equal ranked games, the match maker seems to try and match you with a player from a higher league to see if you are ready. If you should win that match you may instantly be promoted. I also believe the "score" at the end of the match determines how soon you get bumped up to a higher league. If you greatly outscore a player from a higher ranked league in a match, there's a big chance you'll get bumped up.
