its a monetary grant, meaning its not a loan, basically yes, its a give away, but it has to be used for a specific purpose

we filipinos always be grateful to the US in fact mao nah naa lang gihapon atong strong ties with them. Ang naka pait lang kay grabe na sila ug tabang nato pero kita wala lang gihapon na asenso kay tungod sa kurakot....i hope this time is the other way around... Pnoy spend the money wisely.
