There's still a need to debate on the idea of regulating lingam massage. The haste to just ban it just keeps flying in the minds of some.

Look who just joined the anti-lingam bandwagon. The SWAC should be smiling.
LINGAM or genital massage parlors could lead to prostitution and abuse of women and should be banned, Sen. Loren Legarda said yesterday.
The senator, whom local administration party One Cebu endorsed for the vice presidency last May, said she was shocked to hear that Cebu is home to lingam massage parlors and that she didn’t even know such parlors existed.
“I’m shocked. The said innovation in massage that you are talking about now could lead to and enshrine abuse of women and could lead to prostitution and, therefore, should be banned and deemed illegal,” she said in a press conference in Cebu City.

But then again, what does Legarda really know about lingam massage or its related massages? Does she know the that lingam massage does not involve sexual intercourse or any penetration at all? Talk about acting and concluding with haste on knee jerk reactions.

The mayor does not agrees with Legarda's intention to bring the lingam massage issue to congress.
Local leaders are cracking down on lingam spas, yet they are doing NOTHING about the cheap and sleazy massage parlors that really sold ***.
The SWAC is obviously smiling behind the scenes. Once the local and provincial government stop lingam spas, the SWAC will gain tremendous control of Cebu's spa market all to themselves.
In due time, the SWAC will increase its rates and squeeze customers out.
The SWAC needs investigating as well.
Update. It seems regulating, not banning, lingam massage is the philosophy now.
An ordinance prohibiting massage parlors from providing the controversial lingam massage services to clients without medical advice from a doctor was approved yesterday in first reading by the members of the Cebu Provincial Board.
The ordinance, sponsored by Provincial Board Member Arleigh Jay Sitoy, stemmed from a public furor over the reported proliferation of lingam massage parlors in Cebu which are allegedly being used as fronts for prostitution.
The ordinance purposes to regulate lingam massage services being offered in various massage establishments in the province of Cebu.
The members of the Sangguniang Panlalawigan of Cebu believe that lingam massage is not immoral but still it is necessary to introduce a legislative measure that would regulate massage parlors or clinics offering lingam massage services.
Last August 2, stakeholders and representatives of lingam massage parlors attended the session and explained that lingam does not involve any immoral act and not far from other specialized forms of body massage which aim to give physical and mental relaxation.
The ordinance proposes that massage parlors offering lingam services should have a neurologist to deal with the diagnosis and treatment of diseases of the nerves and nervous system or a urologist who specializes in the study and treatment of disorders of the urogenital system in men.
A fine not exceeding P5,000 or imprisonment of not more than one year, or both, upon the discretion of the court shall be imposed for those found violating the provisions of this ordinance once it is implemented.
The ordinance however will still have to go through the committee on laws and ordinances for further study. It is expected to be submitted for second reading and discussion in the next session.
