    Meca-Gullas tandem wins: One Cebu dominates PCL elections

    CEBU, Philippines - It was a landslide victory for One Cebu Party as it yesterday clinched all the positions in the Philippine Councilors League.
    Danao City Councilor Ivy Durano Meca was elected first woman PCL president in Cebu with an overwhelming 438 votes as against the 50 votes of Liberal Party candidate and Talisay City Councilor Romeo Villarante.
    Youngest Talisay City Councilor Eduardo “Digul” Gullas III was also elected vice president of the league with 414 votes besting former Pinamungajan mayor and now first Councilor Jeffrey Yapha.
    Meca will sit as ex-officio member of the Cebu Provincial Board. She will replace PB Member Alfred Francis Ouano.
    The complete slate of Meca-Gullas tandem also won in the elections held at the Cebu International Convention Center.
    The other elected PCL officials are John Dave Karamihan of Balamban, secretary general; Gamaliel Lumapas of Sogod, treasurer; Alfredo Awe of Boljoon, auditor; Julius Alegado of Consolacion, P.R.O. and Cording Mejias of Minglanilla, business manager.
    The board of directors are Emmarie “Lollipop” Ouano Dizon of Mandaue City, Persi Fernandez Jr. of Pilar, Eman Ho of Balamban, Al Piscolante of San Remigio, Jojo Selma of Minglanilla, Sammy Moralde of Daanbantayan and Dondon Teves of Santander.
    Except for Alegado all the winners are members of the One Cebu Party of Governor Gwendolyn Garcia. But Alegado was adopted as a common candidate by One Cebu Party.
    There were 494 councilors who registered in yesterday’s election, 491 have actually cast their votes. There were 514 councilors who did not join the process.
    Yesterday’s PCL election, as usual, was marred with allegations of vote buying, harassment and partisanship. Villarante accused the governor of partisanship by openly campaigning for One Cebu candidates during a fellowship where she was a keynote speaker.
    Villarante said PCL elections are supposed to be non-partisan.
    He also claimed that LP members were politically harassed after they were not issued travel orders. Villarante said some of them who joined the registration were marked absent in their town sessions even if the Department of Interior and Local Government has already sent a memorandum to councilors to join the PCL elections.


    Villarante added that there was also vote buying prior to the conduct of the elections. He said the councilors were paid P4,000 to P5,000 each. The money was allegedly distributed in the hotels were the councilors were billeted. Meca denied the allegations.
    She said that her group went to the process of elections by going around the towns to actively campaign so that PCL members may know the persons that they will be voting for.
    “Let’s not question the capability and intellect of the councilors kay mga edukado na sila. Let’s respect na lang kon kinsa’y ilang gipangpili,” Meca said .
    According to her, PCL is non partisan, in fact, in her group is composed of different parties. She belongs to Bakud, Gullas belongs to Alayon while Alegado is LP. All of them however were endorsed by Garcia.
    Garcia on the other hand described Villarante’s allegations as mere sourgraping.
    “Kon pirde gani pirde dyud. Kining mga pildero bah, mag-sourgraping dyud,” the governor said.
    Villarante vowed to file charges before the Visayas Ombudsman or the DILG if their travel expenses will not be reimbursed. Even if they knew that they lack the numbers, Villarante said they still joined the elections to show that their party is very much alive.
    He is confident that most of the One Cebu members will be joining them in the days to come.

    Digul denies PCL poll vote-buying, calls charge assault on councilors

    CEBU, Philippines – Newly-elected vice president of the Philippine Councilors League Cebu Chapter Eduardo "Digul" Gullas III, the number one councilor of Talisay City, yesterday took exception to allegations made by fellow Talisay City councilor Romeo Villarante that vote-buying marred Wednesday's PCL election at the Cebu International Convention Center.
    Villarante ran and lost to Danao City councilor Ivy Durano Meca for the PCL presidency.
    Gullas, in a press statement, said the allegations of Villarante are an assault on the integrity and dignity of all the councilors in the Province of Cebu.
    "It's an insult. The councilors cannot be bought," Gullas said.
    Vice Governor Gregorio Sanchez, in a press conference yesterday, claimed he received calls on the PCL election day from councilors who asked if the Liberal Party to which he belongs has a budget. "Naa bay for the boys," he quoted them as saying.
    Sanchez, however, could not provide any names. Neither did he say from what town the councilors were.
    But Gullas said it is not enough to just claim anything without proof. He said it is very easy to make claims but those who are alleging any anomaly should be responsible enough to back up their allegations with evidence, otherwise they are no better than just peddling old fishwives tales.
    Meanwhile, the Talisay [COLOR=blue ! important][COLOR=blue ! important]City [COLOR=blue ! important]Council[/COLOR][/COLOR][/COLOR] is expected to commend Gullas on his election as vice president of the PCL Cebu chapter.


    The Talisay City public information officer, Arturo Bas, said he will suggest to Vice Mayor Alan Bucao to give a commendation to Gullas by way of a resolution for inclusion in Tuesday's regular session.
    Bas said it is an honor to Talisay to have one of its legislators voted to the second highest post in the PCL. Apart from being the youngest councilor in the country, Digul, the 18-year-old grandson of first district Rep Eduardo Gullas, is the youngest officer of PCL.
    In last Wednesday's election of the league, Digul got a total of 414 votes, defeating Jeffrey Yapha of Pinamungajan.
    Digul ran under Rep. Gullas' Alayon party in tandem with Meca of the One Cebu Party.

    Hangyo lang ko ninyo, I am a firm believer that Digul can do wonders in Talisay not only to our youth but the whole community as well. Lets give him time to prove the doubters wrong. I know kaya kaau niya to be the politician we all want him to be.

    As digul would say in every rally, "one is never to young to answer the call of public service, the time is today and the moment is now"

    I'm sorry to those who are saying na basta naai name og naai kwarta daug na dayun, it doesnt work that way na , I have more faith in the votes of the people especially in the last election. If Digul won its because people found something in him that they were looking for. bisag mu ingon ang mga tao na half of those voters were squatters, still I think nangita sad gyud na sila og kausaban kai gi kapoy na sila sa ilang kahimtang. Kaning mga ning botar mau ni ang ni tung.a sa mga campaign rallies, naka dungog mismo sa unsai plano aning bata.a sa iyang termino.. If half of those who posted in here were present to hear what he has to say and get to know him well dili mo mu question nganu nadaug ni siya. Murag bitter ra kaayu mo paminawon, prejudice ra kaayu just because bata, datu og nag gikan sa pamilya nga politiko ,ubos og corrupt na inyung panan.aw, instead of heavily criticizing Dgul, maypa mu tabang mo. Dili ninyo unhan, do not judge a book by its cover.

    Lets help eliminate crab mentality.
