    CEBU City Vice Mayor Joy Augustus Young wants lingam spas ordered closed by neighboring cities to operate in Cebu City instead.

    Young said he wants owners of lingam spas who used to operate in the cities of Mandaue and Lapu-Lapu to set up their businesses here.

    He said the masage has advantages.

    “For me, I learned it has drawn a lot of tourists,” said Young.

    I talked to a few doctors, they don’t want to be named, (but they said) it’s true that they really recommend that for prostate cancer. So there’s some truth to it.

    Naa’y positive side ana (There’s a positive side to that),” he added.

    But Young said before lingam spas can operate in the city, they should comply with guidelines set by the City Government.

    He said Councilor Ronald Cuenco, who chairs the council’s committee on health, and Councilor Margarita “Margot” Osmeña, who chairs the committee on tourism, could draft the guidelines that will draw the line between prostitution and providing a “clean” lingam service, to address issues on indecency and immorality.

    However, an operator of a lingam massage parlor told the Provincial Board (PB)
    yesterday the form of massage is not immoral nor indecent.

    Honey Yoo, proprietress of Authentic Lingam Massage Venture, said it does not involve the touching of the male genitals but the stimulation of nearby soft tissues, where the prostate pressure point is located.

    Their lingam massage therapists, she added, do not fit the definition of a prostitute in the Penal Code. She said they are of legal age and voluntarily applied as lingam massage therapists.

    “Therapists were not forced to do lingam massage,” she added.

    This as PB Member Ribomapil Holganza Jr. warned it may be discriminatory for the PB to focus on lingam when there is also yoni massage, which is for females.

    Holganza said by passing an ordinance banning the operation of lingam massage parlors, human rights may be violated.

    Morals

    Holganza suggested three committees should be involved in deliberating on the approval of the ordinance sponsored by PB Member Agnes Magpale. The suggestion was approved by the board.

    For Young, the City Government should also look into the moral side of the operation of the business.

    “Naa’y condition. Di nato dawaton kung di nila matubag nang question bahin sa moralidad. Ang question ana ang morality side man diba? The ***. So I think ang question ana kung wa’y ***, okay lang? Mao na ang tan-awon nato,” said Young.

    He said the service should only be given to adults and therapists should secure licenses.

    Sought for comment, Mayor Michael Rama said he has yet to discuss the matter with Young.

    At the PB session yesterday, Yoo said lingam massage promotes wellness and stronger relationships for husbands and wives or partners.

    Wives

    PB Member Sun Shimura then asked if they have conducted a survey if it really makes couples happier.

    “I’m about to get married and if I will tell my girlfriend that I will avail of lingam massage, I don’t think she will be happy,” Shimura said, drawing laughter inside the session hall.

    But former Cebu City Anti-Indecency Board chairman Rene Bullercer said lingam massage is a form of masturbation.

    He said he received phone calls from housewives, complaining about lingam massage.

    He said the wives claimed their husbands, who had lingam massage, would no longer have *** with them. (note: let the couples solve their private concerns)

    But Bullecer told the PB about yoni massage, a massage for the female genitalia.

    Bullecer, Yoo and Marissa Puche, vice chairman of Spa and Wellness Association of Cebu (Swac) were invited to attend the PB session yesterday.

    Puche said lingam massage parlor operators are not members of Swac so they can’t police them.

    Magpale, who heads the committee on women, family and minors, drafted an ordinance banning lingam massage, saying they are “breeding grounds for human trafficking and prostitution.” (note: no proof, no evidence, no witnesses)

    It was approved on first reading yesterday. A public hearing will soon be conducted, Magpale said.

    Yoo said they have been operating for two years now.

    “Wa gyud problema ani (There’s nothing wrong about it),” she told Sun.Star in a separate interview.

    Young: Lingam massage is welcome in Cebu City

    While the City of Mandaue and Lapu-Lapu have conducted operations to curb "lingam" massage in their areas, Cebu City Vice Mayor Joy Augustus Young welcomes the massage parlor to operate within the city.

    Young, however, quick to clarify that there is a need for the regulation and guidelines of lingam massage, a kind of service in local massage parlors and spas, so that it will not lead to "extra services".

    "Let us evaluate it. Ang question karon is about morality kay kung wala'y *** mahitabo, ok ra man. Ari lang mo diri kung dili mo pwede didto (referring to other cities)," Young told reporters.

    I think this is pure baloney. It seems a lot of people nowadays use ancient words for their businesses to attract customers.

    I will cease to think this is ridiculous if they offer tutorials for women above 18 (or maybe married women) so these women perform the massage on their husbands/boyfriends themselves -- if this is really that important. But no, I guess they don't offer tutorials. As with any other business, if a skill is known to too many people, nobody will seek services from them anymore. Lugi dayun. Susmaryosep.

    As seen through the media, there are "reports" that women are complaining about lingam massage affecting their relationships with their respective men. Lots of reports but nothing proven though.

    One local lady had her letter published by Sun.Star Cebu last week, and it turns out her letter (the unedited edition) had been circulating via email. Below is the text.

    I am a concerned mother and wife writing about the much controversial Lingam massage and the way our local leaders understand it.

    First of all, I do not believe that Lingam massage is in anyway indecent. While it involves fingers touching the man’s genitals and singit, it is still not a form of sexual penetration and it simply does not fall under the category of prostitution (sexual penetration in exchange for money).

    I myself give my husband Lingam massage several times and before it even became popular here in Cebu. The human body has its limits when it comes to having ***, and any couple will experience times when one partner is in the mood for making love while the other is not in the mood. Lingam massage and its female version, the Yoni massage, are actually decent and neither involves penetration at all.

    To say that Lingam and Yoni massage are ways of making love and are immoral is just untrue. I think making a business offering either of them is acceptable, especially when they are completely understood.

    I don’t have a problem about my husband (or other males in my family) having his Lingam massaged at any of the local Lingam spas as long as those places do not offer sexual penetration or unhealthy services. As I said, I give my man a Lingam massage when necessary…should this mean I am immoral or a criminal under the way the local authorities perceive it? I don’t think so.

    I am appalled as to how our local officials perceive (and misunderstood) Lingam massage. They don’t even study it and hastily concluded it is a bad thing. They don’t know how it feels, nor do they understand that Lingam massage had been around for centuries elsewhere around the world.

    Instead of wasting precious time and tax funds on Lingam massage, the authorities should go after the places where illegal drugs are traded, the bars with lewd shows and the “small time” massage parlors where sexual penetration, anal *** and other indecent services are offered. *** continues to be offered at Hearts Massage parlor in Gorordo as well as in Finland in downtown Cebu City. These sexual dens are the true danger to local society and the irony is that they don’t even offer Lingam massage.

    The local authorities are truly misguided and clueless with what to do. They should also examine the background and vested interests of groups that continue to mislead them into fighting anything Lingam massage. I am a concerned mother and wife, and I think they should think hard first before acting with haste!


    Now that is one woman whose views differs directly from the ones complaining. At the very least, it shows that not exactly all women are anti-lingam, and also shows that at least someone is doing it to her husband and that it's alright with her for her man to get a lingam massage at a local spa as long as conditions and professional standards are met.

    Did anyone else receive the email? The email was forwarded to me by a friend who received forwarded copies of it.

    Now that's what you call baloney. Where the hell is the proof? Making unjustified allegations like these is a big waste of time.

    At the same time, these anti-lingam people are not doing anything to fight the real prostitution. There are many streetwalkers and pimps on the streets, many cheap-and-sleazy massage parlors (most of which do not even offer lingam massage) that are operating as *** dens and attracting a lot of customers, etc.

    One of the two spas offering the controversial "lingam" massage in Mandaue City and ordered closed recently is now open again for business after complying with all the requirements set by the health department.

    The Mandaue City Health department yesterday inspected Authentic Lingam Massage at A. S. Fortuna Street in barangay Bakilid.

    Its owner, Bella Talingting, readily presented health cards for attendants and other health requirements to the inspectors.
