this shots are what we photographers call as "long exposure".. the principle is to lengthen the time the shutter opens to allow more light in.. simple ra ang procedure, padugaya ra ang shutter speed, 8seconds or more, then choose the lowest ISO to avoid subject blurring, then use a tripod or put the camera in a stable place (never use handheld kay mu blur jud na).. using spot metering can also help
