“It is not business as usual, let’s level the playing field,” DPWH Secretary Rogelio L. Singson told contractors in a dialogue held at the DPWH Head Office. Singson has directed that the process of accreditation of contractors shall be reviewed. “We must institute enough checks and balances,” Singson said. Payments of taxes by contractors shall also be looked into. Names of winning contractors shall be submitted by DPWH to the Bureau of Internal Revenue to inform them of the taxes that they should pay. On the long tedious procurement process, Singson told the contractors that the DPWH could shorten the process pursuant to the IRR of RA 9184 (Procurement Act), and instead of more than five to six months procurement period, Singson said that it can be shortened to at least 30 days. However, the contractors expressed apprehension on the shortened procurement process because of the limited time for them to study the project, prepare the necessary documents and other pertinent data such as cost estimates to enable them to participate in the bidding process. Singson also called on the members to exert more efforts to have their firms ISO certified as te DPWH endeavors to have its procurement office ISO certified. ISO certification shall ensure the quality of performance of the contractors thus resulting to quality of work done in DPWH projects. On the issue of cancelled negotiated contracts, Mr. Lito Madrasto, Executive Director of Philippine Contractors Association said that they want a level playing field for all contractors. Mr. Levi Espiritu, PCA president also expressed their cooperation, on behalf of PCA members, on the reforms being instituted in the DPWH under the helm of Secretary Singson.
