i disagreed with him also. but his reasoning was, the masses have been selling their votes and putting in power politicos that are not qualified for the position.
when i disagreed to his suggestion, he then countered... ok, pro-rated na lang. people how don't file income taxes gets one vote. people who file income taxes, their votes count as 3.
i gave him another bottle of san mig light and talked with other things afterwards. hahaha!
wish naa maka explain ani further why this is the way how they standardize this qualifications for presidency....
a President is not just an administrator, but a visionary, as well as a figurehead and a symbol for his country. he cannot function alone. he needs subordinate administrators, advisers and consultants so he can formulate the best possible agenda that suits his vision of the country. vision is not limited to, nor should be it be exclusive for those who have formal academic degrees, though these help. the leadership of an administrator who does not have a vision is stagnant. the leadership of a visionary who does not have any means to realize his dream is futile.
an Ombudsman is an administrator with a special function, and that is to investigate alleged wrongdoings by government officials. as such, there is a most definite need for this official to have exemplary standing among his/her peers in the judiciary. simply stated, if your specific business is prosecuting criminals, at least you should know law and be good at it.
we also need to remember how these officials can take their positions; one is appointed (as with all appointees for other positions), supposedly for his/her technical knowledge and skill in the area concerned. the other is elected for the same, as well as various other reasons.
i do not see any point is comparing the appointment of an ombudsman to the election of a president, just like we should not be comparing a doctor practicing medicine, or a meteorologist working at PAGASA at being elected for barangay chairman.

if you know what are the functions of a president and an ombudsman, you wouldn't ask your silly question. or maybe you are thinking that lawyers are the smartest people on earth?
it's like saying the lawyers from the legal department of Androx International Corporation are more deserving to be the president of the company than the company founder himself, Mr. Androx. get the drift?
