this is rather stupid from Ninoy, why would he reprimand PAG-ASA for failed forcasting, no matter how accurate their storm predictions are, if the drainage system in our country sucks, there would still be floods. What he should reprimand is the DPWH and demand them to update our drainage's infrastructure.

i think its partly the peoples fault. no matter how good your drainage is, if the people around you don't know how to throw their garbage properly, then still well have clogged drainage and then another ondoy in the making.

well... kung praktikal lang pud ta... i-upgrade lang ang gamay ang mga equipment sa pag-asa. ayaw pud ng high-end. the rest of the budget ihapak na lang sa mga emergency disaster kits. Kay kahibaw man gyud ta na every, naa man gyud bagyo!
