    Entering Philippine waters could be too technical for you though but what I meant is , vessels that are nuke powered are not allowed to pull in , port call , visit , etc in the Philippines as a country which means PIER SIDE .

    Hmm.. I still cant find any P.D. or E.O. or R.A. that bans nuclear powered ships from entering.
    The only thing that I've seen that is close to your claim is the "Toxic Substances and Hazardous and Nuclear Wastes Control Act of 1990." or R.A. 6969 which prohibits the entry of nuclear waste. But technically speaking, what is onboard a nuclear submarine is still called "Nuclear Fuel" (Nuclear fuel - Wikipedia, the free encyclopedia) what R.A. 6969 is prohibiting from entering the country is "Spent Nuclear Fuel" (Spent nuclear fuel - Wikipedia, the free encyclopedia).

    The submarines presence here in the Philippines is still legal.

    what use is a 'boomer' if you dont put nukes in it (boomer refers to nuke missle sub) peace between 2 nuclear nations is actually based on threat & the ability to launch an effective counter attack, the cold war between russia & US is an example.. & boomers are the best effective nuke weapons, cause they are stealth, could operate for months, & even their own guys wont know where they exactly are if they go underwater.. they are only detected when on the surface.. land based silos have fixed location so its easier to eliminate than moving targets, stealth bombers have limited range & the b2 bomber is a flying wing design w/c means its not fitted for turbulent weather, & most likely used only at nighttime & in less volatile airspace.. to say that the ohio sub is carrying a nuke is actually based on educated guess & good logic.. china & north korea are nuclear nations, when tension builds up between US & these countries, US places their boomers like chess pieces, so that an effective counterstrike is possible.. why?? missle from land based silos can be intercepted cause of their longer trajectory path.. the stealth bombers have limited range & need a less volatile airspace to operate.. a boomer can disappear, travel undetected, pop out a few hundred clicks from enemy shore, & fire a missle salvo by w/c interception is no longer possible..

    & as i said, the nuke sub is classified weapon, even the president of the phil. wont be allowed to enter it even if he wanted to, unless of course the US military allows it..

    i dont have a problem w/ the nuke sub entering our waters.. even if china decided to blast subic just to destroy a nuke sub on the surface, the destruction radius wont be big enough to reach cebu city ,but of course the incoming missle would be intercepted way ahead by aegis cruisers & interceptors in taiwan, south korea & japan

    OHIO class subs can only be detected when on the surface.. & US doesnt have as many closed dry docks & sub pens.. so what happens is that intel from other countries, russia, china etc.. place their spy satellites on possible refit places for these boomer subs.. e.g. norfolk virginia, the us base in japan.. subic, etc.. & when these boomers pop out, its picture picture time.. & even now, their are commercial satellite companies who sell satellite pics for a fee, & even google map can see a small building, how much more for a nuke sub top view.. its about 500 ft long.. & theirs even a big possiblity that china itself broke out the news.. why?? if news broke out that a US boomer is in the vicinity, & a nuke catastrophe happens, then they could point their finger easily & say it was the americans & save their face in the international scene..

    btw, google was 'apprehended' by the US military for taking pictures of its military bases (w/c are supposed to be classified) ,thats how powerful satellite imaging has become.. & i even bet my beard that NASA's spitzer would detect a nuke sub on the surface, its infrared signature would be seen from outer space by spitzer..

    Anyways ... I remember back in the days , US NUKE VESSELS are not allowed to dock or even in the presence of Philippine waters alone but can only freely navigate on international waters except for nations who has no problems with US Nuke Vessels .

    thats why i placed it inside quotes.. because i was looking for the right word & the nearest i could come up was apprehended.. anyway with regards to that story, it was when 'google earth' became available to the public.. it was a huge hit, magnifying an area so to find your own house & street & other places BUT there was a drawback to this.. these satellite imagery also made available the location of US bases, & this is not just location, but building layouts itself, how the perimeter looks from top view.. and as a result, this pissed the US military.. it became an issue & i think it was brought to their congress, & from what i heard, if you use google earth now & magnify area 51, what you'd find is just an empty piece of desert, & they say this goes too for other bases.. kinda like just an empty lot space.. today they put up some restictions on google earth
