Joavan accused of harassment by couple

JOAVAN Fernandez, the controversial adopted son of Talisay City Mayor Socrates Fernandez, is at it again.

But this time Joavan did not poke a gun when he harassed spouses Edmund and Benita Rosaroso.

About 9:30 p.m. on Tuesday, Benita was driving her Kia Sportage (YHN-671) and made a u-turn when she accidentally hit a green Pajero parked beside the road. The Pajero had plate number GWA-357 in front and was marked Mayor at the back.

After noticing that she hit the Pajero, she parked her vehicle and looked for the owner of the Pajero.

Benita asked her husband to call for a Citom personnel to tow the Pajero which was illegally parked. The Citom personnel later arrived but told them that the vehicle could no longer be towed as the driver was already there.

Citom enforcers left, thinking that the parties had settled.

The couple later recognized that the driver was Joavan, who wrote down the plate number of the couple's vehicle. They were gripped with fear.

About 11 p.m., the couple decided to leave their residence in barangay Duljo Fatima and decided to go to Mandaue City.

When they were about to leave, they saw a green Pajero parked ahead.

The couple waited for the Pajero to leave the area. When it left, the couple then drove to Mandaue.

Later, they noticed that the Pajero was waiting for them again at Natalio Bacalso Avenue. They waited again for the Pajero to leave and decided to report the incident to the police.

The couple went to Criminal Investigation and Detective Management Branch (IDMB) to lodge a complaint against Joavan.

Supt. Henry Biñas, head of the Talisay City Police Station, urged the couple to file a complaint against Joavan.

He said the complaint should be filed in Cebu City since the alleged harassment happened there.

“They should pursue teh charges,” said Binas, citing the courage shown by businessman Vincent Castrodes who did not withdraw the charges he filed against Joavan.

Castrodes has accused Joavan of threatening him and poking a gun at him when their vehicles nearly collided outside the gates of a subdivision in Talisay City.
