it should be based on the looks of your male dog as compared to the pug breed standards.
it is ok to stud him if you think he possesses ideal traits that is worthy of passing upon to his offsprings.

however, ang title sa usa ka dog wala nakab-ot sayon2x ra.... it involves time, effort and money; mao na syempre when it comes to stud fees, you put a little premium on titled dogs as compared to non-titled ones. and of course the fact that youre getting the "quality traits" that you are looking for in your future litter; unless ang breeder does not really care as long as makabaligya ra, hehe, which is altogether another story
