personally i think communism is an ideology fit for degenerates. but it would be ridiculous to illegalize an idea, especially in a "democratic" country; communism is only an idea. take note that r.a. 1700 makes the cpp and allied groups illegal -- not communism itself.

I think they meant to make "communism" itself illegal when they had this law. According to the link, gi-approve ni siya sa 1957. Around that time, uso kaayo ang communism sa kalibutan and it was seen as a huge threat to democracy, especially in the United States.

I agree with you, though, na dili dapat i-bawal ang communism. Communism is a political ideology, and in a democratic country dapat naay freedom of expression ang mga tao whose political leanings are more on the communist side, as long as walay matapakan na rights sa mga tao.

Do you think bringing that law back will eradicate communism? Same thing we have law on graft and corruption did it solve the problem?

Let's go back to the root cause and that will solved the problem, bringing that law will just create resentment.
