    Inside story: Hyatt 10 vs Kamag-anak Inc.

    MANILA, Philippines—The fight between the “Noy-Mar” and “Noy-Bi” advocates has been traced to the rivalry between the Hyatt 10 and groups identified with the so-called Kamag-anak Inc. of ex-Tarlac Rep. Jose Cojuangco, the Philippine Daily Inquirer has learned from sources in the camp of presidential front-runner Sen. Benigno “Noynoy” Aquino III.

    The “Noy-Bi” tandem of Aquino for president and Makati Mayor Jejomar Binay for vice president was purportedly fielded to derail the “Noy-Mar” tandem of Aquino and Sen. Manuel “Mar” Roxas II, which was seen as “not good” for Cojuangco and his allies, the sources said.

    Pastor “Boy” Saycon, who is Cojuangco’s colleague in the Council for Philippine Affairs (Copa), which was pushing for the “Noy-Bi” tandem, denied Cojuangco’s involvement. “Peping is out of this,” Saycon said.

    The so-called Kamag-anak Inc. refers to the relatives of Aquino who were allegedly involved in corrupt activities that tainted the administration of his mother, Cory Aquino, from 1986 to 1992.

    Cojuangco’s group, according to a source, has zeroed in on former Social Welfare Secretary Corazon “Dinky” Soliman, antipoverty commission head Imelda Nicolas, and Aquino’s campaign manager, former Education Secretary Florencio “Butch” Abad, who all quit the Arroyo administration at the height of the “Hello Garci” scandal in 2005. Along with seven other Cabinet members, the group also called on Ms Arroyo to step down at a presscon at Hyatt Hotel, thus their name “Hyatt 10.”

    Cojuangco’s group, according to sources, did not want any Hyatt 10 member back in the Cabinet under the new Aquino administration because they were once closely associated with President Gloria Macapagal-Arroyo.

    Cracks in the campaign

    In an interview, Soliman admitted there were cracks in the campaign.

    “I know that there are people in the campaign who are not comfortable with us. But that’s the beauty of the campaign. There is diversity, there is broadness, and there lies the challenge. What united us is the common desire for change and in seeing “Noy-Mar” as the real partners of the people in effecting that desired change,” Soliman said.

    She said the group was “very focused to be united... until we found out that we were not so united when the ads of Noy-Bi started coming out.”

    She said Aquino was “made aware of the concerns of the Noy-Mar people.”

    According to the sources, the “Noy-Bi” tandem was promoted by groups who campaigned alongside with the “Noy-Mar” volunteers.

    ‘Sleeping with enemy’

    “We were sleeping with the enemy, but God knows and sees everything,” an elderly volunteer said.

    “I was deceived. I volunteered to campaign for Noy-Mar. Then sometime in April, my organization was already for Noy-Bi, and I was still campaigning with them in the sorties,” another volunteer complained.

    The groups identified with the Noy-Bi campaign include Copa, Philippine Patriotic Movement (PPM), Noynoy Aquino for President Movement (NAPM), Tuloy Pnoy and Yellow Force.

    Cojuangco founded Copa with Saycon, Boy Montelibano, William Esposo, Louis Sison, Maria Montelibano and Triccie Sison.

    The NAPM was founded by Ed Roces days after the death of President Corazon Aquino in August 2009 to gather a million signatures that would convince Noynoy Aquino to run for president. The NAPM officers include Salvador Rivera, Marcedes Prieto and Briccio Santos.

    Roces was duplicating the campaign launched by his father, Don Chino Roces, to convince the widow of opposition Sen. Benigno Aquino Jr. to run for president against the dictator Ferdinand Marcos in the 1986 snap election.

    Yellow Force vs Yellow Army

    The Yellow Force, which was launched during the election period, was apparently organized to rival the Noy-Mar volunteer group organized by Soliman, the Yellow Army. The daughter of Cojuangco, Mikee C. Jaworski, has been identified as a prime mover in the Yellow Force and Tuloy Pnoy.

    The NAPM holds its office in Makati on the fourth floor of Parc House along EDSA (Epifanio delos Santos Avenue), just two floors above the office of the Yellow Ribbon Movement, a staunch Noy-Mar volunteer campaign group composed mostly of wives of retired military and police officers, and former members of the Aquino Cabinet. The Yellow Ribbon Movement was organized by Margie Juico, who also served in the Aquino Cabinet.

    Ironically, Noynoy Aquino and his campaign manager, Butch Abad of Hyatt 10, have their offices on the third floor of the same building.

    I got mixed reactions to my earlier column on why Makati Mayor Jejomar Binay caught up with Senator Mar Roxas at the last stretch of the campaign. Remember it was Mar who enjoyed a comfortable margin at the beginning of the campaign. I have been told by Liberal Party insiders that President-elect Noynoy Aquino’s supporters were not comfortable with Mar’s team and even doubted their loyalties. A confrontation reportedly ensued after Senator Francis Escudero’s announcement that he was supporting the Noynoy-Binay tandem instead.
    Now I am told that the Cojuangcos decided to go for Binay because “the Aranetas were demanding too much from a possible Noynoy victory.” The Aranetas were initially the funders of the Noynoy-Mar campaign.
    I have no means of verifying this, but Santa Banana if it’s true, the relationship between President-elect Noynoy and Mar, especially if the latter catches up with Binay and wins, will never be the same again. As they say, in politics, there’s no permanent friends and relations, only permanent interests.

    A survey has shown that no less than 64 percent of the people rely on news they see on television, especially from the giant Lopez-owned ABS-CBN network.
    Admittedly, the rivals of Noynoy Aquino never stood a chance. The Lopez network was unabashedly in favor of Aquino. I’m a regular watcher of the ABS-CBN News Channel and a listener of Radyo Patrol. The bias was obvious.
    I have no quarrel over media editorializing their preferences during elections. Even US media do it when the New York Times or the Washington Post state their sentiments and endorsements in editorials. But when opinions are presented as news and facts, that’s something else. That’s already prostituting press freedom.
    For example, ABS-CBN never gave Villar the opportunity to defend himself when the Noynoy camp harped on the C-5 controversy, Villar’s claims to poor beginnings and the death of his brother, and the unlocking of his shares on Vista Land. Columnist Belinda Cunanan was right in saying that Villar never stood a chance with ABS-CBN on the side of Aquino.
    To top it all, my favorite national broadsheet-tabloid showed its true yellow colors when it occasionally featured Ninoy Aquino’s martyrdom and Cory Aquino’s death and funeral.
    Media, to a certain extent, can make any or unmake presidents. My gulay, Noynoy never had it so good with ABS-CBN and my favorite national broadsheet-tabloid supporting him.

    The Noynoy camp believed that Villar, not former President Erap Estrada, not administration candidate Gilbert “Gibo” Teodoro, and certainly not the other candidates was the biggest threat to him. This was why the demolition job was directed at Villar.
    In my mind, the blow that hit Villar hardest was the rumor that he was President Arroyo’s secret candidate. That’s when the “Villarroyo” tag emerged, a label which Villar could neither erase nor shake off because ABS-CBN and my favorite national broadsheet-tabloid never gave him a chance.
    To many, an association with President Arroyo can prove fatal during a national campaign. Just take a look at Gibo. To me, the worst thing that happened in the May 10 polls was the fact that Gibo, with all his credentials, qualifications and track record could never get beyond the single-digit ratings, because a sector of media kept on repeating Gibo’s association with Mrs. Arroyo.

    I don’t know what President-elect Noynoy Aquino and his lawyers are up to, questioning the appointment of Senior Justice Renato Corona. They say it is inappropriate; some of them even suggest impeaching Corona.
    For one thing, that appointment can only take effect upon the retirement of Chief Justice Reynato Puno on May 17, not before. And more importantly, President Arroyo was simply complying with the majority decision of the Supreme Court, which said that the President can appoint the next chief justice. That decision in fact mandated the Judicial and Bar Council to submit its short-list of nominees to Malacañang.
    I don’t know what the basis for impeachment of Corona will be. I, myself, have hoped that the next chief justice should be appointed by the next president if we are to follow the Constitution. But since the Supreme Court has ruled otherwise, I bow to the majesty of the law. To do otherwise could be stupid.

    Santa Banana, what are the President-elect and his lawyers bellayching about? If Noynoy maintains his vow not to recognize the President’s appointee as chief justice, what then? Will he abolish the Arroyo-appointed 15-member Supreme Court? My gulay, what kind of president is he who cannot follow the rule of law?
    Despite my earlier opposition to the final Supreme Court ruling that the next president should appoint the next chief justice, I also believe that Corona is qualified. I believe he will make an excellent chief justice. I also believe Corona should be given a chance to prove that he is independent and would not allow himself to become a tool of anybody.
    Many former Supreme Court justices, once they have been appointed, maintain their independence of mind and integrity. They know that their only legacy is their probity, integrity and independence of mind. This is especially so with Corona being labeled an Arroyo-protégé. He knows that he must prove his critics wrong.
    In connection with President-elect Noynoy Aquino’s vow to prosecute President Arroyo and her cronies within 100 days in office, all I can say is “good luck” to him. Let’s hope he finds enough evidence to pin them down.
    Recall that Noynoy’s late mother, President Cory, also had hate and vindictiveness in her heart and went after the Marcoses and their cronies. But look what happened. Not even the Cory revolutionary government and the Presidential Commission on Good Government could send them to jail.
    What Noynoy should understand is that he’s minority president with only 41 percent of the votes given him. The majority of 59 percent did not vote for him.
    But, more importantly, under our system, there’s a rule of law and due process, without which no democracy can exist. Does Noynoy have evidence beyond reasonable doubt to proclaim President Arroyo and her cronies guilty?
    If Noynoy is after the closure of the controversial ZTE-National Broadband Network deal, the fertilizer scam and every alleged anomalous deal that the Arroyo administration entered into, let him go after the culprits. Again, good luck to him, and may he learn from history!

    Apparent President-elect Sen. Benigno "Noynoy'' Aquino III can revoke the appointment of Renato Corona as the new Chief Justice through an executive order, Senate Minority Leader Aquilino Pimentel Jr. said Friday.

    Pimentel said this was an opinion of former Associate Justice Vicente Mendoza and he agreed with it.

    Speaking to reporters, he said President Macapagal-Arroyo's appointment could be considered "patently illegal'' and in order to "correct'' it, her order can be revoked through an executive order by Aquino, who has yet to be proclaimed as president.

    He said Ms Arroyo was "guilty'' of treating "frivolously'' the issue of the appointment of Chief Justice, as he cited Article 7 Section 15 of the Constitution which prohibits the President from making appointments two months prior to the next election and until the end of her term.

    And while he said majority of the members of the Supreme Court said Ms Arroyo could appoint the next Chief Justice, he said this should be challenged.

    "If we allow the Supreme Court to have its way there without challenge, it allows the Supreme Court to amend the Constitution,'' Pimentel said.

    He then sought for any of the high court justices or "all of them'' to a "public discussion'' of the issue which he stressed was a "matter of public interest.''

    Pimentel said he had earlier filed a motion for reconsideration seeking a discussion of the issue but the high court did not allow it.

    Pimentel also said he was blaming Ms Arroyo for the "faux pas'' in making the appointment.

    He urged the President to reconsider her appointment of Corona or for Corona himself to act like a "statesman'' and refuse the appointment.

    Otherwise, he said it was possible that the issue would lead to a Constitutional crisis, with the new President clashing with Corona.

    Pimentel also said Aquino can take his oath as president before a barangay captain, adding there was no requirement that the latter does it before the Chief Justice.

    "And I suggest he does it before the lowliest to demonstrate his concern for the lowliest section of society,'' he told reporters.
