Default BIR - SouTH nindot ayo BIRahon grrrr!

The day after elections, I accompanied my Dad to BIR-South office to inquire about his TIN since he lost it and he needed it for his business documents. We were relieved because the office has no noon/lunch break so we thought we can get the TIN faster than we expected.

We were 3 spots shy from our priority number. It took us more than an hour to get it and that made us so furious! The office wasn't that busy but the employees were busy alright... busy making small talks with their officemates, some watching the tubes on the Election Canvassing, one who was making telebabad, some busy texting and making calls on their cellphones RIGHT INFRONT of us, TAXPAYERS!

Ka-krimen! I am by nature a very patient person but what made me so irate with anger is that they are GOVERNMENT EMPLOYEES, hence PROFESSIONALS for crying out loud! Don't they have the decency to act like ONE right infront of us, clients who are laboring our asses off just to make ends meet and pay our taxes on time?

No wonder, our nation is in total pits... No wonder these government agencies are so infamous with their CRAPPY SERVICES they offer...

How I wanted to call the attention of anyone in authority but I don't know where to go to.. Sorry to vent this out in this forum. I'm just one frustrated taxpayer.

    I feel your pain.

Seriously, it's very rare you can find a government agency in our country where you get to feel efficiency or you get the point why they're there or you're just treated well. The LTO in SM used to be a showcase for fast, efficient government service. Nowadays, it's back to the old days, with crowds of people milling around for hours.

It all comes down to incentives and punishment. Whether these government employees do their jobs fast or slow, at the end of the day, they feel they're getting the same compensation and are always secure in their jobs as long as they don't annoy the people above them. But watch what happens when you start putting metrics on their work to measure their productivity and imposing standards of performance. They do this in Singapore; it's called Management by Objective.

Incentives matter. To quote the late, great economist Dr. Milton Friedman: "People think the way you solve things is by electing the right people. It's nice to elect the right people. But that isn't the way you solve it. The way you solve things is by making it politically profitable for the wrong people to do the right things."

But by the looks of these people, they would turn it against their leader who would reprimand them. As the saying goes,"Mas maau pa to sauna kay ok ra, lax kaau mi. Karon, kinsa man na sya maghawod hawod ui?" This is what I've foreseen already if they apply such incentive scheme.

I can also say the same with other agencies but BIR has got the worst of me coz I can still remember how much I've given a cold stare at the woman behind the desk coz"gbaga-an jud ko sa face nya." In between numbers, magtext and col?? what the?!
