i think it's just a matter of educating people of the effect garabage can do... that is why people who are unfortunate and haven't have a good education are mostly like not very interested in solving garabage problems.. and currently sad to say also those who are educated w/c is more humiliating since they now what damage it can do but they just really dont mind it.
