how will you recognize a substandard cement? or concrete for that matter? :o
it doesnt need for the vibration to happen at 1am.. pwede the damage had been done for awhile already na... vibrations can loosen nuts and bolts.. even for a tiny amount. the load capacity is greatly reduced..
there are many ways..
1st.) slump testing.. the idea is if sobra ra ka basa ang semento.. saup ang mixture..
2nd) compression testing.. i test ang concrete sample kung pila jud iya capacity after a certain no. of days.. if mu fail. meaning it hasnt achieved its design strength
3rd.) kung mag "ampao" imo semento.. kung mag buhos ka. tanawa nga wala ba holes ang gi buhosan.. especially beware of holes nga ma expose ang kabila inside.. its a complete failure..
of course.. this step would require you to remove the forms to actually see the honeycombs or "ampao"
for this you mean, prior to curing or the concrete to take its final shape, dba? like wla pa gi pa barug as wall or as poste? but in the case of gaisano tisa, wla naman to sila ga buhos pag ka hagba. ako question was HOW would you recognize that a "cement" is substandard, basing only on what you saw on the site...

ah ok.. so the third option would apply.. it comes down to worksmanship kung daghan ba holes (voids) or ampao ang semento.. pwede pud puro ra semento og buhangin ang na buhos sa certain part nya ang gravel naipit sa mga kabila kay di kalusot kay guot ra kaau pagka plastar sa kabila..
you wouldnt know a low quality concrete if mo gahi na if imu lang jud tanawn... pero usually.. if suspiciously luspad ra jud.. it warrants investigation jud..
pero what is very suspicious is why withour warning ang pagkaguba... i think the structure was over-designed. meaning ni una fail ang kabila kay sa semento... if mi una fail ang steel, ang failure sa semento abrupt jud na and without warning.. unlike if una mo fail ang semento.. you would see large cracks and some major bending.. naa pa time mo evacuate before ma hagba jud...

Possibilities:
1. The Structural Plan was not followed by the General Contractor - CYC.
a) The Rebar specifications was not followed could be (1) undersize or (2) quantity specified
was not followed- the contractor reduced the number of deformed bars - without clearance
from the structural engineer.
b) Construction Method: (1) Improper rebar connections, (2) Substandard ready mix concrete,
(3) or in that area they might not have used ready mix concrete but instead used Bagger-Mixer
where you cannot guarantee consistency and quality of mix,
c) The area was constructed without clearance from the structural engineer. The building owner
may have requested CYC to add the area and CYC did not seek clearance from the Structural
Engineer
2. The Structural Plan was incorrect- thus the fault of the Structural Engineer.
Impossibilities:
1) The AGTA and ENGKANTO DID IT.
2) The ants bit the workers who ran into the wall thus causing the wall to collapse!!
