IMHO, its not good to give service firearms to brgy. captains especially M-16?

do you think a lone brgy. captain with an M-16 can repel or defeat twenty insurgents or more? I doubt it.

the best solution is increasing Police visibilty.

most of these brgy. captains do not even know basic firearm safety. What assures us that the next bullet that comes out from those guns' muzzle will not hit an innocent by-stander?

    here's a true story:

At the firing range in Camp Lapu-lapu, I was packing up after a good day's practice. In one bay, I noticed that a uniformed policeman with his buddies were having fun and getting ready to shoot a few rounds. As a range officer, I've been trained to look at shooters even at a distance for possible safety infringements.

The cop was trying to practice an exercise called "draw and fire", wherein the shooter's gun is holstered but loaded, cocked and "supposedly" engaged the safety. As soon as he drew the gun, I knew he would be in trouble, his finger was already on the trigger. Then a loud bang followed.

I shouted "STOP! Put down your firearm facing downrange and step away from the gun!" (yes, we are allowed to do so, no matter who the shooter maybe), he slowly followed the instruction given to him. I picked up the firearm, unloaded it, the cop was already pale-faced and seemed to almost pee in his pants. Upon closer inspection, I saw a gaping hole from his .45 caliber on the ground about 6 inches from his foot. He almost went home with a half-inch hole in his boot!

    my point?

If the cops, who are supposedly trained to shoot are not safe with a loaded firearm, what more will a brgy. captain who does not have any training at all? Giving them high-powered firearms with no training not only endangers themselves and their loved ones but endagers the whole barangay.

like i've said in the latter posts, scenarios like these were already anticipated by the mayor and the PNP. That is why they require that the riffles will only be handed to those who can pass the rigid trainings [handling, marksmanship..etc] and psychological testing duly supervised by the a proper authority..meaning, only those who are fit and knowledgeable to carry firemans are allowed to officially use the riffles.

tinunto, puerteng dakoa ani nga budget wla man gani na maka pugong ang mga police stations sa mga remote areas gipang atack sa insurgents pakupton pagyud ang barangay captain nga kailangan pana og tactical training naunsa igo rana ilogon ang m16 ka taphaw gud niini...bisan 50 caliber pana nga machinegun ipa dala ana sa barangay captain dili gihapon siya mka resist sa bisan duha lang ka insurgents mo attack niya. one is to two samot na kong usa ka squad sa insurgents mo attack...mora ra unya og nanghatag lang og armas para sa insurgents ang gobyerno..why not buy night vision goggles and equiped our special forces and wipe out those insurgents at night..diba advantage?

ang problema sad ani pre kay kung usa lang ang tagaan ug armas, its obvious naman that only Brgy Captain (in which every Barangay has only one) can be issued an M16 rifle. ang pangutana, can the lone Captain defend the barangay in case naay insurgents? kun si Captain Barbel puede pa.. hehehe

wa tay laing mahimo pre but to increase police force and finally, more police visibility.

dili ra ang problema sa insurgents maoy rason nganu tagaan sila ug armas pre..the main purpose stated by tOMAS is to enact these kapitans as PEACEKEEPERS in their community without relying too much from the police...there are extra M16s from SWAT ready for disposal, so why not hand it over to the kapitans and let them function as police in their area. and also nganung mag palit2x paman gyud ug handguns nga naa mai free?

one of the reason why these kapitans were elected in the first place is because people believe that they cud help keep the peace and order in their community alongside with the police. now, if they will only chicken out whenever conflict arises in their area then i guess they have no reason to stick their butt as barangay chairman.

pre, IMHO mas maayo di gyud na sila tagaan pre para wala nay gastoanan sa ato gobyerno.. give the extra firearms to the police force, i can see not all policeman had a good firearm, naay uban tayaon pa.. hehe

pre, any civilian or brgy official can police or keep peace and order in a barangay.. i can see it really unnecessary to issue them long firearm for that matter. kabalo naman sad ka sa kinaiya sa uban nga makatungtong lang gamay sa gahom mura nag si kinsa. uban gani nga barangay tanods nga nagamit ug haggard nga government issue mura nag si kinsa mag ali2 sa dan, how much more kung pusil ma issue sa ila?
