1. that site contains SPAM
2. visiting that site is harmful to the user
3. that site, collects unsolicited information about the user and use it for nefarious purposes.

Don't confuse the usage of ROBOTS.txt
Robots.txt is just a tool or set of commands, to instruct google bots by the website owners.

Since BLOGSPOT is already part of google, google has to power to block anything under their jurisdiction. Beyond that, google can't block any websites that they don't own.
