    I already stated my piece on page one of this thread, let me say it again. I would prefer a concealed weapon (lets sayÂ* .45 caliber) rather than a rifle for those barangay captains for those rifles may cause more harm than good for the Kapitans for it would lure the "agaw armas" guerillas.

    It would not be a good idea also for the capitans to engage with those criminals when insurgencies happen, let the police handle that.

    this is better than no firearms at all..true that he/she may be outnumbered by these NPAs but it wud still be very handy to have a powerful M16 firearm than having a batota in such dire situation.

    it only serve as a first-hand defense considering the help wud still be a few hours away.
    first-hand defense... for how long can a single brgy captain can defend his brgy when an insurgent attacks?

    There is no question as to which is better a batota or M16. The question is will it be good or bad.

    don't think TOMAS is politicking, he is just setting measures to extend peace and order in the rural communities thru the help of these barangay captains.
    i don't want to think that TOMAS is politicking... i just think that an M16 rifle is too much. I believe peace and order in rural communities is not that big of a problem especially in Cebu.

    TOMAS may have an impression that the mountain barangays will be used as transit point for the terrrorist and criminals specially that the ASEAN SUMMIT is fast approaching
    mountain barangays as transit points? hmmm... mura dili ko ka imagine.

    arming the chiefs with M16 riffles will cause any wud be criminals and insurgents to think twice or perhaps thwart them away in entering the community for fear of being sprayed with 5.56mm NATO bullets =)
    that is your brgy captain is Ramboo... but if not... mahibong na lang ka nga naa na sa NPA ang armas. Ma-ilog man gani na sa NPA ang armas sa mga detachment sa PNP/AFP. Kana na ba kaha hinoon usa ra ka brgy captain.

    but why purchase another .45s when there are available M16s from SWAT that will be given away..it needs budget for refurbishing though but it's better than buying a new unit.

    the brgy captains as well as the chief of police are expressing positive response on the said proposal..so instead of throwing these firearms why not put it in use?

    and who would not want a new toy... so he can use for his own benefit? Bisan ang police gani dili man pwede mag dala2x og M16 basta2x lang.
    so instead of throwing these firearms why not put it in use?
    do we have to throw away the M16s if the brgy captains could not use it?

    Dont get me wrong bai Tols, I am not suggesting of throwing those rifles away.

    Why not trade M16 rifles to concealed weapons, many gunstores would gladly trade their brandnew .45 caliber for that second hand rifle. That way, Tomas dont have to spend another centavo for refurbishing the rifle, he might as well gain from it.

    and for how long can a brgy captain defend it's community with a BATUTA when insurgents attack?

    I believe peace and order in rural communities is not that big of a problem especially in Cebu.
    that is what you believe..but the CCPO and the mayor believes otherwise...but I still think that being prepared is better than being a lame duck in times of conflict.

    Dont get me wrong bai Tols, I am not suggesting of throwing those rifles away.

    concealed weapons like .45 are only effective if you are protecting yourself in a close combat situation..just right for CITY brgy officials..but in a mountain brgys and yu happend to see a bunch of NPA's half a kilometer away then you will surely consider an M16 A4 w/ Powerful Scope right on your shoulder instead of a semi-auto hand gun :mrgreen:

    That's exactly my point, protect yourself first, you dont have to be ramboo to protect your barangay from insurgencies, coz for one, you wont last long. What I am trying to say is, Kapitan should not engage in combat with those hoodlums for that is not part of his job and not a good idea at all.Â*

    Unsa may reason jud ani? I think the more that cebu will not be safe to live anymore kay ang mga baranggay capitan hatagan man ug armas. I hope dili nya hatagan ang brgy captain sa zapatera. way ayo na nga kupitan, hilig ra ug party party way klaro mu serbisyo.

    That's exactly my point, protect yourself first, you dont have to be ramboo to protect your barangay from insurgencies, coz for one, you wont last long.     the problem in the first place here is the scarcity of police/AFP to be mobilize in the countryside..that is why TOmas made a proposal to arm the kapitans in order to work out this problem..there is an availble supply of arms from SWAT so why not hand it over to the kapitans and make them responsible in protecting their constituency..but then again they have to undergo proper trainings in order to represent as police/peacekeeper in their area.
