as a filipino citizen, what you can advice to do for our public officials or private sector to prevent, stop or minimize the emerging or rising of HIV or AIDS cases here in metro cebu?

METRO Cebu ranked as the second of three “hot zones” for HIV-AIDS in the country, next to Manila and followed by Davao.

Health authorities confirmed this, even as they clarified a survey of the UP-Population Institute (UP-PI) that showed that call center agents were at high risk of contracting sexually transmitted diseases (STD).

“We want to clarify that the Department of Health (DOH) is not saying that call center agents are at higher risks of HIV. But they have high risk behavior that should be look into. It’s not who you are but what you do,” said Dr. Eric Tayag, National Epidemiology director.

Tayag said the DOH recorded 126 HIV cases in the country for last month alone, said to be the highest in the country for the past 25 years.

About 835 cases of HIV were registered last year.

About 4,424 AIDS cases were recorded in the country from 1984 to December last year.

Tayag said that based on their studies for the past three years the transmission of HIV/ AIDS shifted from heterosexuals to men who have *** with men.

But he said anyone regardless of profession or background who engaged in unsafe *** practices is at risk of contracting STDs.

Tayag said he was sent by the DOH central office to update and secure a commitment from Cebu City officials on the agency’s campaign to reduce the incidence of STDs.

City officials met with health authorities yesterday to discuss solutions in the wake of the UP-PI study.

Vice Mayor Michael Rama earlier criticized the UP-PI study since its findings reflected badly on the local call center industry which the city government credited for boosting Cebu City's economy.

During the meeting, Rama said the city government, the DOH and other stakeholders should unite and initiate solutions to the problem instead of quarreling over statistics.

Tayag cited their survey two years ago which showed that more call center agents are into alcohol.

Alcohol clouds the mind, causes low self esteem and could lead into risky sexual behavior like casual ***, he added.

“(Whether) it is easy gratification or easy comfort, these are just some of those factors that can lead to other risky behaviors at it is. We are not saying that call center agents are at higher risks. But we have ongoing studies to determine what are the risks,” Tayag said.

“(The prevalence may be) because of the level of organization and the density of the population and the opportunities for casual *** and other risky behavior (in the workplace),” Tayag said.. With an Inquirer report

CEBU CITY -- Behavioral choices, not occupations, are what make a person vulnerable or not to the threat of human immunodeficiency virus (HIV), a health official said Tuesday.

“It’s not who you are, but it’s what you do. The DOH (Department of Health) is not saying that call center agents are a high-risk group for HIV, but that they have high-risk behaviors that should be looked into,” said Doctor Eric Tayag, chief of the National Epidemiology Center.

At least 126 new cases of HIV were reported in the country last year, the “highest in the past 25 years,” Tayag said.

From 1984 to 2009, a total of 4,424 cases have been reported in the Philippines.

The HIV incidence in Cebu, like the rest of the country, is also rising, the City Health Department said.

Doctor Ilya Tac-an, the city’s HIV/Aids coordinator, said their monitoring showed more cases were reported in their office recently, compared to the past years.

Last year, the department recorded 11 new HIV cases in this city, which was the highest compared to the previous years when the average was just four cases a year.

Most of the new patients were drug users, with seven of the 11 reported cases of HIV in 2009 caused by the sharing of needles and syringes.

Tac-an encouraged people to undergo regular HIV tests for early detection.

The Population Commission (Popcom) also clarified that a recent study did not mean to single out call center agents’ lifestyles.

Tayag and local health officials led by Doctor Susana Madarieta, DOH-Central Visayas director, met with Cebu City Acting Mayor Michael Rama Tuesday morning and discussed the situation in Cebu.

Health Secretary Cabral instructed Tayag to meet with Cebu officials, the media, and other concerned groups to emphasize the need to educate the public on HIV and Aids.

Not engaging in unsafe *** practices, keeping a monogamous relationship, abstaining from *** at an early age and “using condoms correctly, persistently and consistently” are still the best defenses against HIV/Aids, said Tayag.

What makes call center agents vulnerable are certain behaviors, like excessive alcohol consumption that could lead to “risky behavior like casual ***, which is easy gratification…What we are saying at this point is that call center agents are at higher risk,” he said.

In the past three years, transmission has “shifted” so that heterosexual men are no longer the most vulnerable group, but men who have *** with men, said Tayag.

Meanwhile, in reaction to a statement by Acting Mayor Rama, Popcom-Central Visayas Director Leo Rama said the study by the University of the Philippines Population Institute (UPPI) was fair in comparing the lifestyles of call center agents and their peers in other industries.

The study “Lifestyle and Reproductive Health Issues of Young Professionals in Metro Manila and Metro Cebu” involved 434 call center agents in Manila, 241 call center agents in Cebu and 254 non-call center agents in Metro Manila area, for a total of 929 workers.

Most of the respondents were aged 18-34 and had at least two years of college education.

The UPPI study revealed that though call center agents in Cebu and Manila earn more than non-call center agents, they face more risks from abnormal sleeping habits, habitual drinking, illegal drug use and risky sexual activities.

But Rama of Popcom also clarified that the study is still in its initial stage, and that a clearer picture will be revealed in less than two months.

“By then, we intend to deliver our report and we will be able to present the complete study to the local government units (LGUs) concerned,” said Rama.

Presenting the studies to the LGUs is meant to help create policies to help concerned agencies and establishments, said Rama. (RHM/JKV/Sun.Star Cebu)

I learned from one of our fellow istoryans diri bah na ang mga Koreano man daw nagdala ug AIDS diri sa ato. Sexually active man diay kaayo na ang mga Koreano. Yuck, and come to think of it, hambugero pa kaayo na silag dating nya makamenos ug Cebuano murag kinsa ilang gilibak na naa sila sa yutang ato natawhan.

Dapat unta ang local government would keep monitor NOT on fellow Cebuanos but on arriving foreigners but not limited to Koreans. Wa man ni ni-increase ang cases had it not boom on tourism sad. I personally believe dili kita mga Cebuanos ang nagdalag problema sa ato mga kaugalingon.
