WPF is part of .NET framework, maybe you're referring to Winforms. But winforms is not yet phased out by Microsoft. We can conclude that it is already phased out if its no longer included in its distribution of .NET framework...

it is just a discussion from other forum, not officially came from Microsoft, same thing what happened before phasing out COM Libraries, yet until now it is mainly use by .NET Zzzzz

I stand corrected. Yes I mean winforms and webform. Winforms enhancement is only until 3.x. All Microsoft efforts are now focused on WPF but winforms would still be retain in the .Net framework for backward compatibility ONLY. So it's definitely phased out.
