I think Cebu based means websites designed or created for Cebuanos like iSTORYA.NET, Cebu Central.com, CebuanoAds.com, etc...
Where you host your site is not important kay hosting companies/websites don't relly only on local servers...

err i dont think there are physical servers that host websites here in cebu... ang kanang mga cebu based webhost kay ang machines nila are located abroad and not here...

yeah mao sad na aku gi-huna2x... for example, dreamcode hosting, naa cla sa cebu pero ang ilang servers naa sa gawas...
i think ang sakto kay cebuano ang ga-himo/maintain sa website regardless asa gi-host...
