Question No voters ID = no barangay clearance, no enrollment?!

I saw some cases that people who wanted a barangay clearance did not get one because they need a voters ID, same for enrollment.

How can they force you to get a voters ID and vote, just to get a barangay clearance and enroll for school? Is this a democracy or not?

In a democracy, people are not forced to vote. Whats going on?

Dugay naman siguro nang pangayo-an ka ug voter's ID to request a Barangay Clearance. I'm a government official since 2008 and this is a major requirement in our Barangay Hall. However there are instances that you aren't required to have a voter's ID like kaila ra nimo ang Barangay Secretary, Barangay Officials refer you, etc...

How can they require from you to get a voters ID?
This fu..ing voters ID is more important for them then to give a kid the change of going to school?

lahi man tingale ang DILG ug COMELEC.................
maayo na lang unta mo-serve lang ang voters ID as a valid and legal ID, dili kay mo-subjogate na sa laing government bourne legal papers........
