IMHO, I'd say each one has their own spheres of influence...

Shooter = cannot influence the image quality BUT can create good composition
Camera = cannot influence composition BUT can give out superb image quality

Both are equally important in realizing the goal of a good photograph. Again, all in my humble opinion.

If straight out of the cam no image manipulation/processing ang shot then obviously walay bawt ang lower models of camera in terms of IQ. But what matters rally is not what camera you used but how you create an image that attracts visual interest to people ky as what was said above, dili man mag-ask ang imo audience on what cam you are using on the photo you have taken.

But from a photographer's perspective higher-end cameras make your life easier if you have the money to get one.

"Photo artists talk with their pictures. Pros hide behind their cameras so they can demand better pay. A 1Ds/1D is a big help if you're new in photography; but you still have a mountain to climb and eat lots of rice before you become a photographer worth your weight in salt. " - ossie hermosisima

i beg to differ... skill alone can get you nindot pictures of boring subjects using not so sophisticated equipments.... i've seen nice pictures taken by toy cameras of boring/mundane subjects.
