Helicopter crash took place during Cebu’s kite season

MANILA -- Kite season in Cebu appears to have led to one of the worst Air Force tragedies in the country -- one that could have been avoided had there been specific prohibitions against kite flying near airports and air bases.

Lt. Col. Restituto Padilla, secretary to the Air Staff, told the Inquirer by phone that he had yet to see any law or ordinance that prohibited kite flying around these sensitive areas.

"The ATO (Air Transportation Office) must ensure the safety around these areas. Normally, the ATO makes sure that there are no birds or foreign objects on the runway that could get sucked into an aircraft's engine," Padilla said.

Padilla, a veteran Huey pilot, said that kites, especially those with thick cords, definitely pose danger to an aircraft such as the ill-fated UH-1H.

"A chopper's tail rotor can freeze if a cord as thick as nylon gets entangled in it," Padilla explained.

The loss of tail rotor leads to the loss of effectiveness of flying a helicopter.

Padilla said that Air Force investigators were determining the cause of the UH-1H crash on Saturday in Mactan, Cebu that killed a pilot, a crewman, and seven civilians on the ground after the chopper smashed into a busy, narrow street.

Padilla said the ill-fated Huey was on a training flight, doing what was called as a "touch and go" landing circuit when it crashed

Padilla said witnesses reported seeing the helicopter try to avoid a kite's cord.

"This time, there are lots of kites in Cebu and Bicol," Padilla said.
